MINUTES <br />CITY COUNCIL <br />MARCH 22, 1994 <br />The Engineer reported that stop signs could be placed <br />on those corners, but stop signs will not reduce the <br />amount of traffic through the area. The Engineer <br />pointed out that Lakeshore /Old County Road C /Jackson <br />Street is the quickest route for the apartments to get <br />to the freeway. The Engineer felt that putting stop <br />signs on the curves will result in more noise and <br />pollution from traffic stopping and starting at the <br />stop signs. The Engineer reported that he has looked <br />at changing the curves in order for the road to meet <br />MSA requirements. This would require the purchase of <br />two lots, therefore, would not be economically <br />feasible. The Engineer pointed out that the curves are <br />currently signed at 15 miles per hour, and felt that if <br />traffic is traveling faster than that around the <br />curves, or exceeding the speed limits, the City had an <br />enforcement problem. <br />One of the property owners in the area reported that <br />the current condition of the road helps to reduce <br />traffic speeds. <br />Demont suggested that speed bumps be installed on the <br />road. <br />The Engineer reported that speed bumps do deter speeds, <br />but they are undesirable, can cause a waffling effect <br />on the roadway, and are hard on vehicles. <br />Demont reported that he has served in law enforcement <br />for 29 years, and has never seen where a speed bump <br />caused a waffling on a street. Demont guesstimated <br />speeds on Lakeshore /Old County Road C /Jackson Street at <br />50 miles per hour. <br />A resident asked if apartment traffic could be diverted <br />to Rice Street. That resident also reported that there <br />are approximately three false fire alarms at the <br />apartments each week, therefore, a lot of emergency <br />vehicle traffic up and down the roads. The resident <br />felt that since Rice Street was a State highway, that <br />is where the apartment traffic should go. <br />Hanson pointed out that merchants in the area may feel <br />that they would lose business if the apartment traffic <br />were diverted to Rice Street. <br />Page 100 <br />
