MINUTES <br />CITY COUNCIL <br />MARCH 22, 1994 <br />A property owner asked if the apartments could be <br />required to share in the cost of the road improvement, <br />of if the roads could be left as is. <br />Scalze pointed out that the Council must consider what <br />is best for the entire City. <br />A property owner felt that the curves in the street <br />should be more squared off and no sidewalk improvements <br />made. <br />Bill Bruce, Jackson Street resident, stated that he was <br />in favor of an off - street trail improvement along <br />Jackson Street. <br />Scalze pointed out that the Park & Recreation <br />Commission has discussed a blacktop trail on the west <br />side of Jackson Street. <br />Bruce reported that he was very concerned about traffic <br />speeds in the area. Bruce agreed that the streets need <br />some work, but pointed out that the condition of the <br />streets do slow traffic. Bruce stated that he would <br />like to see a stop sign installed at the intersection <br />of Jackson Street and Lake Street. Bruce did not <br />believe drivers would ignore the stop sign. Bruce <br />reported that the traffic speeds in the area were <br />unbelievable, and reported that people he knows on the <br />Sheriff's Department agree. Bruce asked if the City <br />could place the smart van on Jackson Street once it is <br />available for use. <br />Bruce stated that he would like to see apartment <br />traffic rerouted to Rice Street, and suggested that a <br />stop light is needed at Rice Street and Demont Street <br />in order to help traffic on Demont to make a left hand <br />turn onto Rice Street. Bruce again stated that traffic <br />speeds on Jackson Street are terrible, and something <br />must be done about the situation. Bruce reported that <br />a child on a bike has been hit by a car, property <br />owners in the area have been hit backing out of their <br />driveways, and there is a great deal of pedestrian <br />traffic in the area. Bruce suggested that Jackson <br />Street between Lake Street and Demont be closed to <br />force apartment traffic to Rice Street. <br />Bruce felt the trail along Jackson Street was needed, <br />Page 101 <br />
