MINUTES <br />CITY COUNCIL <br />MARCH 22, 1994 <br />pointing out that there is an informal trail in that <br />area already. Bruce did not feel a sidewalk on the <br />south side of Lake Street was necessary, given the <br />limited traffic on Lake Street, but did feel a <br />crosswalk on Jackson Street at Lake Street was needed. <br />Bruce disagreed with comments that Nadeau Park was not <br />used much, and reported that children in the area are <br />using the park. Bruce felt stop signs should be <br />installed as has been discussed earlier this evening, <br />even if just on a trial basis to see if the signs will <br />reduce traffic speeds. Bruce stated that he was not <br />sure curb and gutter were necessary, pointing out that <br />it is the middle of the street that is torn up, not the <br />edges. <br />Frank Frison asked what the reconstruction would <br />involve. <br />The City Engineer reported that the reconstruction <br />would involve grinding the existing pavement and using <br />it as base material. Some portions of the roadway <br />would be lowered, however, the project will result in <br />the same street surface elevations. <br />Rocky Waite, property owner on Lakeshore Avenue, <br />expressed concern that lowering the street will effect <br />the water main at Jackson and Old County Road C. <br />The City Engineer reported that the water main in that <br />area is 7 to 7 1/2 feet deep. The street would be <br />lowered no more than a foot in the areas that it would <br />be lowered. <br />Carl Buechler, property owner at Old County Road C and <br />Jackson, reported that the street was lowered in his <br />area about 17 years ago and the intersection was <br />completely reconstructed. Buechler suggested that if <br />there are problems with the road, those may be traced <br />to the initial design. Buechler felt that the <br />blacktopping that was done as part of this improvement <br />was a bad job from the start. Buechler also reported <br />that the City did some storm sewer work in the area at <br />the same time to correct a problem with standing water. <br />Buechler reported that he was assessed for this <br />improvement, and now the City is proposing another. <br />Buechler informed the Council that the traffic speeds <br />Page 102 <br />
