Buechler stated that the traffic is coming <br />from the apartments, and felt that these apartments <br />should share in the cost of the street improvement. <br />Buechler stated that he opposed curb and gutter as part <br />of the improvement feeling that the more attractive <br />Lakeshore /Old County Road C /Jackson Street, the more <br />traffic there will be in the area. <br />The City Engineer reported that the curb and gutter <br />will control storm water drainage, and also protects <br />the edge of the road pavement from breaking up. The <br />Engineer pointed out that streets with gravel shoulders <br />deteriorate faster than one with curb and gutter. The <br />gravel on the shoulders is kicked up onto the roadway <br />and scars its surface. Curb and gutter also has an <br />aesthetic value. <br />Buechler reported that it is the middle of these <br />particular streets that is torn up, not the street <br />edges. Buechler also pointed out that curb and gutter <br />will direct storm water into the lake faster, where on <br />a rural section street, surface water is absorbed along <br />the boulevard areas. <br />Waite pointed out that the curb and gutter on Payne <br />Avenue did not result in a better street. Waite felt <br />that the street sections constructed in the Payne <br />Avenue and Thunder Bay areas were inadequate. Waite <br />believed it was the traffic from the apartment <br />buildings, as well as the emergency vehicle traffic on <br />Lakeshore /Old County Road C /Jackson Street that caused <br />those streets to deteriorate. Waite stated that the <br />amount of traffic and traffic speeds on these streets <br />is unbelievable. Waite reported that he talked to the <br />County a few years ago about the traffic speeds, and <br />the County will not allow the road to be posted at less <br />than 30 miles per hour. However, the Sheriff's <br />Department is not enforcing any speeds at 40 miles per <br />hour or less. <br />A resident of the area felt that stop signs at the <br />curves will make a tremendous difference in the traffic <br />speeds. <br />Waite agreed that stop signs should be installed <br />pointing out that if the stop signs are violated, the <br />28 <br />Page 103 <br />
