MINUTES CITY COUNCIL MARCH 22, 1994 Sheriff's Department will have a reason to stop the violators. Waite suggested that the stop signs may cause traffic to use Rice Street. Waite also pointed out that traffic has cut into his yard as well as Buechler's since they are both on corners. Waite stated that he opposed a sidewalk improvement along Lakeshore and Old County Road C, and did not feel the streets would be any safer by adding sidewalks. Waite indicated that the cost of the improvement seems extremely out -of -line for the benefit. Waite pointed out that there are 37 properties along this improvement, and the 2,000 to 3,000 vehicles per day who use the street are not coming from those 37 properties. Morelan indicated that the Council knows the majority of the traffic is coming from the apartment complexes to the south. Morelan pointed out that the assessment being proposed is for the cost of a standard residential street. The street would actually be constructed in excess of those standards due to the traffic volumes it carries, and the property owners are not being asked to pay for those extra costs. The City Engineer pointed out that the City's cost in the project is estimated at $278,000. Bruce asked how much the City would save if Jackson Street between Lake Street and Demont were taken out. The City Engineer pointed out that if that road section were removed, traffic from the apartments would find the next shortest route and would probably use Ruth Street to Little Canada Road to access 35E. Bruce felt that if a stop light were installed at Demont and Rice Street, traffic may use Rice Street. The Engineer suggested that there must be a reason why traffic is using Lakeshore /Old County Road C /Jackson rather than Rice Street. Waite replied that the reason is that a vehicle cannot make a left -hand turn onto Rice Street. A property owner in the area suggested that the City 29 Page 104
