MINUTES <br />CITY COUNCIL <br />MARCH 22, 1994 <br />Sheriff's Department will have a reason to stop the <br />violators. Waite suggested that the stop signs may <br />cause traffic to use Rice Street. Waite also pointed <br />out that traffic has cut into his yard as well as <br />Buechler's since they are both on corners. Waite <br />stated that he opposed a sidewalk improvement along <br />Lakeshore and Old County Road C, and did not feel the <br />streets would be any safer by adding sidewalks. <br />Waite indicated that the cost of the improvement seems <br />extremely out -of -line for the benefit. Waite pointed <br />out that there are 37 properties along this <br />improvement, and the 2,000 to 3,000 vehicles per day <br />who use the street are not coming from those 37 <br />properties. <br />Morelan indicated that the Council knows the majority <br />of the traffic is coming from the apartment complexes <br />to the south. Morelan pointed out that the assessment <br />being proposed is for the cost of a standard <br />residential street. The street would actually be <br />constructed in excess of those standards due to the <br />traffic volumes it carries, and the property owners are <br />not being asked to pay for those extra costs. <br />The City Engineer pointed out that the City's cost in <br />the project is estimated at $278,000. <br />Bruce asked how much the City would save if Jackson <br />Street between Lake Street and Demont were taken out. <br />The City Engineer pointed out that if that road section <br />were removed, traffic from the apartments would find <br />the next shortest route and would probably use Ruth <br />Street to Little Canada Road to access 35E. <br />Bruce felt that if a stop light were installed at <br />Demont and Rice Street, traffic may use Rice Street. <br />The Engineer suggested that there must be a reason why <br />traffic is using Lakeshore /Old County Road C /Jackson <br />rather than Rice Street. <br />Waite replied that the reason is that a vehicle cannot <br />make a left -hand turn onto Rice Street. <br />A property owner in the area suggested that the City <br />29 <br />Page 104 <br />
