MINUTES <br />CITY COUNCIL <br />MARCH 22, 1994 <br />install stop signs at Jackson and Lake Streets as well <br />as at the curves on a trial basis to see if they slow <br />down traffic. Right now the potholes in the street are <br />helping to slow the traffic. The resident also <br />suggested that a stop light at Demont and Rice Street <br />would result in some of the apartment traffic going <br />that direction. <br />Hanson pointed out that Rice Street is a State highway <br />and Demont a City street. Therefore, if the City <br />petitioned for a stop light at that intersection, the <br />City would pay at least 50% of the cost. <br />Demont felt that drivers would take the fastest route <br />to where they want to go, and since stop signs would <br />slow them down, they would begin to use Rice Street. <br />Scalze asked about designating Lakeshore /Old County <br />Road C /Jackson Street as State Aid. <br />The City Engineer reported that doing so would require <br />the streets be reconstructed to State Aid standards <br />which would add an extra $75,000 to the cost of the <br />project. <br />The City Administrator reported that 100% of road and <br />drainage costs are typically eligible costs for about <br />60% of State Aid dollars. However, using these dollars <br />on Lakeshore /Old County Road C /Jackson would mean that <br />they could not be used somewhere else. Right now the <br />City's biggest need on a State Aid road is to improve <br />Viking Drive. There is currently not enough money in <br />the City's State Aid account to cover the cost of such <br />a project. The City has between $160,000 and $175,000 <br />for State Aid projects this year. <br />Frison agreed with earlier comments that the project at <br />Old County Road C and Jackson Street some years ago was <br />not up to standard. Frison also felt there was no need <br />for curb and gutter as part of the proposed project, <br />pointing out that the edges of the road are not broken <br />up, but rather the middle of the driving lanes. Frison <br />asked the extent of the project proposed. <br />The City Engineer explained the project, pointing out <br />that existing blacktop would be ground up and used as <br />base material.
