MINUTES <br />CITY COUNCIL <br />OCTOBER 23, 2013 <br />redevelopment project. The Planner indicated that Bordsen originally <br />proposed parking and drive aisles on gravel surface. Staff has <br />recommended that all parking and drive aisles be paved, as required by <br />Code. However, staff is recommending that the requirement for concrete <br />curb and gutter be waived given the long -term plan to redevelop these <br />sites. The Planner noted that the Planning Commission was in support of <br />staffs recommendation as well as allowing for some parking for 2968 <br />Rice Street to occur on the 2962 site. The Planning Commission <br />requested that Bordsen submit the revised site plan. <br />Blesener asked if the revised site plan submitted meets the Code relative to <br />parking requirements. The City Planner noted that there is no scale on the <br />plan and that visually it looks tight. The Planner pointed out that all <br />parking and drive aisles must be paved, and any turning movements, etc. <br />would have to occur on paved surface. Bordsen reviewed the proposed <br />paving and suggested changing the parking spaces to angled parking <br />would make the plan work better. He indicated that there is adequate <br />room on the sites to expand the paving, if necessary. Blesener suggested <br />that the City Planner review the plan in detail to make sure it meets the <br />Code. Bordsen stated that he can adjust the plan, and noted that he is <br />trying to keep the amount of paving down given the potential for <br />redevelopment of these sites. He indicated that both parcels are 700 feet <br />deep and there is room to add paved parking. <br />Bordsen stated that it is his hope that when this area redevelops that a road <br />improvement be brought in from behind the strip mall. He reviewed how <br />that road system would work while minimizing traffic onto Rice Street. <br />Bordsen stated that he needs to rent out these properties in order to defer <br />his costs until the property can be redeveloped. He also reviewed the <br />improvements he plans to make to the various buildings as well as the fact <br />that he will bring sewer and water into the back of the 2968 Rice Street <br />site in order to add bathroom facilities in the back building. <br />McGraw asked about Pre -Wire parking on the 2968 Rice Street site. <br />Steve Hugdahl, Pre -Wire, reported that they are currently paying the <br />owner of 2968 Rice Street for parking, although parking on that site is not <br />necessary for their business. Hugdahl explained that due to insurance <br />issues most employees are no longer bringing work vehicles home, but <br />will have the ability to earn that privilege through the completion of a <br />safety program. McGraw asked how Pre -Wire employees access the 2962 <br />site. Hugdahl reported that employees drive into the parking area on the <br />2962 site from Rice Street, and then exit with their work vehicles through <br />Pre - Wire's easement to Rice Street. He indicated that there will be no <br />permanent traffic between the 2962 and 2948 Rice Street sites. <br />4 <br />
