MINUTES <br />CITY COUNCIL <br />OCTOBER 23, 2013 <br />Blesener asked if approval of the permits being requested should be <br />subject to an agreement with the City that Bordsen would be willing to sell <br />these sites for redevelopment at a reasonable price. The City <br />Administrator felt that would be advisable. He indicated that such an <br />agreement could establish the process for determining the value. Bordsen <br />stated that he was open to entering into such an agreement. Bordsen also <br />noted that having the 2962 and 2968 properties under one ownership will <br />help facilitate future redevelopment. <br />Keis pointed out that there appears to be some Pre -Wire trucks sitting at <br />the back of these properties. Bordsen indicated that he plans to fence the <br />parking area in to contain the parking on the paved surface. <br />McGraw asked if Bordsen was looking for approval for outdoor storage. <br />Bordsen indicated that it would be beneficial if he could have some <br />storage for construction equipment or trailers. The City Planner pointed <br />out that staff is recommending no outdoor storage on these properties. <br />Code would allow for the parking of motor vehicles on paved surfaces, <br />and the Planner stated that the intention would be to enforce the B -4 <br />Zoning standards for these properties. McGraw pointed out to Bordsen <br />that he wanted to clarify the point that no outdoor storage would be <br />allowed. <br />There was no one else from the general public present wishing to <br />comment on the proposal for 2968 Rice Street. <br />Upon motion by Montour, seconded by Boss, the 2968 Rice Street public <br />hearing was closed. <br />The City Administrator recommended that the City Engineer review this <br />site plan as well as the plan for 2962 Rice Street to determine whether <br />storm water control requirements are triggered under the Code. The <br />Administrator pointed out that disturbing a minimum of 20,000 square feet <br />triggers compliance with these requirements. However, given that the <br />proposal is to pave over existing Class V, for the most part, may not <br />trigger this provision in the Code. <br />It was also noted given the time of the year, paving of parking areas and <br />drive aisles may not occur until 2014. The Planner noted that the intention <br />would be to park and drive on the Class V areas until that paving can be <br />done. The Council agreed that a deadline for paving should be established <br />as June 30, 2014. <br />5 <br />
