MINUTES <br />CITY COUNCIL <br />OCTOBER 23, 2013 <br />Superintendent also recommended that no parking between the hours of 2 <br />a.m. and 6 a.m. be designated in this area so that residents will not start to <br />use the street regularly for on- street parking. <br />The Superintendent noted the responses that were received from Payne <br />Avenue residents relative to this matter. <br />Blesener suggested that if the recommendation is adopted, that the Council <br />review it in 9 months to see if it is working with no problems. <br />Montour asked the process for obtaining a parking permit. The <br />Superintendent explained the process. Montour felt that the parking <br />permit request should be able to be filled out on -line and submitted <br />electronically. The Superintendent noted that the only concern is that <br />permits have to be processed during business hours, so last minute permits <br />requested on the weekends would not be able to be processed. However, <br />staff will look at the current on -line process and make any changes <br />necessary so residents can fill out and submit requests on -line. <br />Keis agreed that the LaBore Road /Payne Avenue intersection was a <br />difficult one. He felt that the no parking designation on both sides of the <br />street should extend further than 50 feet back. McGraw agreed. Montour <br />noted that the area designated as no parking impacts four abutting <br />properties. <br />Keis pointed out the no parking area on the other end of Payne Avenue <br />adjacent to the utility tower island. Keis suggested that when staff is <br />processing parking permits for this area, they should ensure that an <br />adequate amount of no parking area be maintained in and adjacent to the <br />narrow section of road around the island. The Superintendent indicated <br />that he would look at this area. <br />Jim Meyer, 643 LaBore Road, reported that he made the request to <br />eliminate no parking on one side of Payne Avenue. Meyer reported that <br />while the City has been accommodating in issuing parking permits, it is a <br />hassle to obtain the permit, at times he has forgotten to get a permit, or <br />friends drop over unexpectedly. Meyer felt that decreasing the amount of <br />no parking in this area would eliminate the need for most of his parking <br />permit requests. Meyer stated that he was hoping that the no parking <br />could be eliminated 50 to 75 feet back from the intersection. <br />Boss asked about input from other property owners on this issue. The <br />Superintendent indicated that those responding preferred that the no <br />parking remain, but the primary concern was with the LaBore Road /Payne <br />Avenue intersection. <br />8 <br />
