REP & COMPLETION SCHEDULE: <br />• Proposals Due - November 12th, 2013 - 9:00 a.m. <br />• City Review of Proposals — November 12th — 13°', 2013 <br />• Determination of Firms to be Interviewed & Notification - November 14th, 2013 <br />• Interviews of Selected Firms - November 21st , 2013 <br />• Decision By City Council — No Later Than November 25°1, 2013 <br />• Preliminary Design /Budget — January 15th, 2014 <br />• Final Design Packages /Bidding - March 15, 2014 <br />• Commencement of Construction - May 1, 2014 <br />• Facility Occupancy - December 15, 2014 <br />PROPOSAL CONTENT: <br />Cover Letter: The proposal shall he submitted with a cover letter summarizing key points in <br />the proposal. Any introductory remarks may also be placed in the cover letter. The proponent shall <br />identify what elements of the project they are proposing and the use of any joint ventures or sub - <br />consultants in the cover letter. <br />Scope of Worlr/Project Understanding: Describe your philosophy and approach <br />concerning the construction of a public works /parks facility and how you will achieve the <br />greatest value for the dollar invested. Describe your process for communicating and <br />collaborating with the owner and architect in managing the project scope, budget, schedule <br />while insuring quality during all phases of the project planning and implementation. Describe <br />your approach to this project in terms of organization, process, tools, techniques, staffing, <br />quality assurance /quality control and other related factors. Description of your construction <br />management approach (how you propose to administer this project) including: <br />• Cost Estimating/ Control during design phases <br />• Value Engineering /Systems Analysis <br />• Project Scheduling <br />• Organization of Bid Packages <br />• Use of Direct Material Purchases to gain savings associated with the City's sales tax <br />exempt status while not creating undue risk <br />• Relation to Architect during preparation of project manual <br />• Marketing of Bid Packages to gain a sufficient number of qualified contractors <br />• Bid and Award administration <br />• On -site project Supervision <br />• Safety Program Evaluation & Administration <br />• Change Order Procedures and Philosophy <br />• Coordination of final testing /start -up /and Occupancy <br />3 <br />
