REP & COMPLETION SCHEDULE: • Proposals Due - November 12th, 2013 - 9:00 a.m. • City Review of Proposals — November 12th — 13°', 2013 • Determination of Firms to be Interviewed & Notification - November 14th, 2013 • Interviews of Selected Firms - November 21st , 2013 • Decision By City Council — No Later Than November 25°1, 2013 • Preliminary Design /Budget — January 15th, 2014 • Final Design Packages /Bidding - March 15, 2014 • Commencement of Construction - May 1, 2014 • Facility Occupancy - December 15, 2014 PROPOSAL CONTENT: Cover Letter: The proposal shall he submitted with a cover letter summarizing key points in the proposal. Any introductory remarks may also be placed in the cover letter. The proponent shall identify what elements of the project they are proposing and the use of any joint ventures or sub - consultants in the cover letter. Scope of Worlr/Project Understanding: Describe your philosophy and approach concerning the construction of a public works /parks facility and how you will achieve the greatest value for the dollar invested. Describe your process for communicating and collaborating with the owner and architect in managing the project scope, budget, schedule while insuring quality during all phases of the project planning and implementation. Describe your approach to this project in terms of organization, process, tools, techniques, staffing, quality assurance /quality control and other related factors. Description of your construction management approach (how you propose to administer this project) including: • Cost Estimating/ Control during design phases • Value Engineering /Systems Analysis • Project Scheduling • Organization of Bid Packages • Use of Direct Material Purchases to gain savings associated with the City's sales tax exempt status while not creating undue risk • Relation to Architect during preparation of project manual • Marketing of Bid Packages to gain a sufficient number of qualified contractors • Bid and Award administration • On -site project Supervision • Safety Program Evaluation & Administration • Change Order Procedures and Philosophy • Coordination of final testing /start -up /and Occupancy 3
