6) It must incorporate energy efficiency /alternative energy concepts that provide a <br />reasonable payback on the initial investment. The Design Development phase should <br />consider options for "green" energy efficiency and sustainable design (i.e. geothermal <br />heat, solar power, etc.). The owner is not considering LEED certification. Such options <br />will be evaluated by the Architect, in consultation with the CM, on a cost- benefit /pay- <br />back analysis to determine if they will be incorporated into the building. The <br />Construction Manager will be expected to investigate energy rebate programs available <br />through the City's purchased power supplier that could be incorporated into the <br />building. <br />7) It must meet or exceed all requirements for the Americans with Disabilities Act. <br />8) It must be able to accommodate future expansion and design flexibility to meet <br />changing governmental service needs well into the future. <br />9) The building must be completed within the prescribed budget and timeline (the general <br />guidelines are included in this document but they will be refined as part of this process <br />and revised prior to the bidding phase). <br />OWNER'S VISION FOR THE REMODELING OF CITY HALL: <br />City Hall was constructed back in the mid 1970's. In 1991, an addition was completed that <br />doubled the size of the existing space; bringing the total square footage to about 7,000. The <br />entire building needs updating given it is over 20 years since any significant work (the <br />building has been re- roofed during this period). <br />The City is hopeful that we can generate some economies of scale between the Public Works <br />building and the need to remodel City Hall. We are looking for the construction manager to <br />help us achieve that outcome, when practical. <br />Attachment #4 is a listing of potential improvements needed for the building. <br />CONSTRUCTION MANAGER QUALIFICATIONS: <br />1. Possess a thorough knowledge of building design, alternative construction methods, and <br />efficient use of building materials. <br />2. Effectively work with the Owner and Architect on change orders, shop drawings, pay <br />request verification and coordination of multiple prime contractors. <br />3. Work harmoniously with individuals or groups of people. <br />9 <br />
