SEH
Building a Better World
for All of Us®
November 12, 2013
Joel R. Hanson
City Administrator
City of Little Canada
515 Little Canada Road East
Little Canada, MN 55117
Dear Mr. Hanson:
RE: City of Little Canada
Proposal for Structural Review of
Building at 2858 Centerville Road
SEH No. 14.00
Please consider this letter proposal our response to your Request for Proposal for the Structural Review of
the Building at 2858 Centerville Road. We will consider it an agreement between us upon your
authorization below.
It is our understanding you are considering the adaptive reuse (as a salt storage structure) of the existing
building in the north -east corner of the Proposed City of Little Canada Public Works Facilities site at
2858 Centerville Road. It is our understanding that you are looking for structural engineering input on
the potential adaptive reuse of this building of that use.
We have reviewed your RPF and the drawings you provided, and propose a scope of work and
compensation fee as outlined in the following.
1. Mr. Michael Hemstad PE, one of SEH's Senior Structural Engineers will serve as our project
structural specialist. Mike's resume is attached to this letter.
2. Visit the site, view the building, and simultaneously meet with appropriate City of Little Canada
Public Works staff to discuss the anticipated operational needs of the proposed adaptive re -use of
the structure, to make sure we understand the City's objectives.
a. Review of the building will serve to confirm the condition of the floor, roof framing, and
walls; to check the feasibility of removing the adjacent attached building without
damaging the one to remain; and to check for other deficiencies, such as condition of the
roofing.
b. City will assure that we will have access pedestrian access to the roof of the building and
to the interior.
c. Building review is proposed to be visual; use of sampling, testing or technologies such as
ground penetrating radar to verify construction as -built conditions is not proposed at this
time. We do not propose that the detail of building review will include removal of any
finishes or siding.
d. Inspection is proposed to be primarily structural in nature, with the exception of looking
at the roof. Since the nature of this investigation is structural only, and since the structure
is being proposed to be used as salt storage, the investigation will not include looking at
Engineers 1 Architects 1 Planners 1 Scientists
Short Elliott Hendrickson Inc., 3535 Vadnais Center Drive, St. Paul, MN 55110 -5196
SEH is an equal opportunity employer 1 www.sehinc.com 1 651.490.2000 1 800.325.2855 1 888.908.8166 fax
