MINUTES <br />PARKS & RECREATION COMMISSION <br />NOVEMBER 7, 2013 <br />about $13,000. The Director reported that the architect prepared a list of <br />potential project savings, which the Director reviewed with the <br />Commission. The Director noted that one cost savings is that the City <br />will be exempt from paying sales tax commencing in 2014. Another <br />savings is a change in the remote locking system. The Director noted that <br />there was agreement by the Council that two bathrooms would be a <br />desirable amenity in the project. He also noted that the architect <br />estimated a $17,000 to $18,000 savings by changing some of the building <br />materials. The Director indicated that he would be approaching LCRA to <br />see if the organization would be willing to increase the amount of their <br />donation to the project, so that the building design elements would not <br />need to be changed. He noted that changes in the building materials <br />would result in on -going maintenance for the City. <br />Maida stated that he agreed with retaining the building as designed. <br />Maida asked if there was a way to phase in certain elements of the <br />building. The Director suggested that there may be a way to do a phased - <br />in project, but indicated that there may be additional expense in doing so. <br />The Director suggested that if LCRA cannot increase their contribution <br />toward the project, phasing in certain project elements may be an option <br />to look at. <br />Fahey asked about increased costs given the project will not proceed until <br />2014. The Director noted that the costs are only estimates at this point, <br />and that the architect would obtain bids for the various project <br />components. Vang asked if the City was committed to using RVK <br />Architects. The Director noted that the City has entered into an <br />agreement with RVK Architects for architectural services. Maida asked <br />about the suggestion that was raised about rehabbing the existing warming <br />house. The Director noted that the Council did discuss that issue, and <br />based on an inspection of the building it was determined that <br />rehabilitation was not feasible. <br />PARKS & The Director noted that the Commission received a copy of the final <br />RECREATION amendment to the Parks & Recreation Commission Ordinance. He noted <br />COMMISSION that term limits were enacted for both the Parks Commission and the <br />ORDINANCE Planning Commission. However, the Council declared that those <br />Commissioners that are at term limits at the end of 2013 would be <br />allowed to seek one more term on the Commission. <br />Maida asked the process for reapplying for appointment to the <br />Commission. The Director noted that the process has not changed. Those <br />Commissioners whose terms expire at the end of 2013 and wish to seek <br />reappointment should send a request to either the City Cleric or to him by <br />December 2"d. The Council will consider appointments for terms <br />beginning in 2014 at their December 18th meeting. <br />2 <br />
