MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 14, 2013 <br />that the bulk of the City's Code compliance issues are enforced on a <br />complaint basis. He also pointed out that the City tries to work with <br />property owners when there are compliance issues. With regard to <br />communicating these regulations to the public, the Planner indicated that <br />the information could be put on the web site and a small brochure could be <br />prepared. <br />Knudsen noted that the storage and parking regulations are an attempt to <br />balance an understanding of the fact that people have an increasing <br />number of toys with the need to have neighborhoods that are not cluttered. <br />Barraclough pointed out that recreational vehicles would be limited to a <br />maximum of three. He asked if there would be a maximum number of <br />vehicles stored on a property. The Planner indicated that vehicles would <br />not be held to a maximum number. The limiting factor is that vehicles <br />would have to be stored in the correct location. <br />Barraclough noted the storage height limitation in certain areas of 6' 6" is <br />tied to the maximum fence height. The Planner replied that that is correct. <br />The Planner pointed out that it was his opinion that the information <br />presented is a good framework, but indicated that based on the application <br />of these regulations, it may be that some tweeks will be needed over time. <br />Murphy recommended approval of the Text Amendment to the Zoning <br />Code for Sections 903.020.0 and 903.050 for Storage and Parking on <br />Residential Properties as presented by the City Planner in his October 4, <br />2013 report with the expectation that this information will be included as <br />part of the Zoning Code. <br />Motion seconded by Duray. <br />Motion carried 7 — 0. <br />AUTO USE The City Planner reviewed his September 9, 2013 and October 4, 2013 <br />MORATORIUM reports relative to the Text Amendment to Zoning Code Sections 911, <br />912A, and 914 related to the Auto Use Moratorium and consideration of <br />amended regulations for Automobile Sales, Service, and Storage. The <br />Planner indicated that after discussion of the issues related to auto uses, <br />the fact that the primary enforcement issues appear to be focused in two <br />areas, staff is recommending: <br />1. The need for additional regulations for those businesses <br />with indoor auto sales licenses, and staff's position; <br />2. The elimination of the Salvage Vehicle Sales and Repair <br />License. <br />-3- <br />
