MINUTES <br />CITY COUNCIL <br />DECEMBER 18, 2013 <br />TOBACCO <br />STORE <br />LICENSE <br />LOCATION <br />ISSUE — <br />HOOKAH <br />HIDEOUT <br />PAID TIME <br />OFF <br />PARAMETERS <br />The City Administrator reported that the ownership of the property in <br />which The Hookah Hideout is located is planning to do some renovations <br />to the two strip malls and also renovate space where The Hookah Hideout <br />is currently located for a restaurant space. Consequently, the ownership <br />is proposing to relocate The Hookah Hideout from their current space in <br />the eastern building to a new space in the western building. Given the <br />Code exemption that The Hookah Hideout currently operates under, David <br />Nelson has asked if the Council will allow the move without effecting the <br />exemption. The City Administrator reported that staff is recommending <br />that the move be allowed without impacting the exemption given this <br />move was not initiated by The Hookah Hideout. <br />Montour asked if The Hookah Hideout's space would be larger than what <br />it is currently. The Administrator was not sure. Montour stated that he <br />would support the move provided that the new space is relatively the same <br />square footage. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -12 -242 — ALLOWING THE RELOCATION <br />OF THE HOOKAH HIDEOUT WITHIN THE SAME PROPERTY <br />PROVIDED THAT THE SQUARE FOOTAGE OF THE HOOKAH <br />HIDEOUT SPACE REMAINS RELATIVELY THE SAME <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Administrator presented the Paid Time Off (PTO) parameters <br />that were reviewed by the City Council at a recent workshop meeting. <br />He noted that there are eight (8) other Ramsey County cities have PTO, <br />and the parameters are based on the averages of the PTO plans for these <br />cities. The Administrator stated that the primary benefit to converting <br />from sick leave /vacation to P'1'0 is that it generally takes the City out of <br />sick leave administration and noted the changes in FMLA laws. The <br />Administrator also stated that the change gives employees more flexibility. <br />The Administrator stated that a survey was done of City staff relative to <br />the proposed parameters and 11 employees favored PTO while 3 did not. <br />The Administrator reported that all employees have requested that the <br />carry -over allowed by 65 days rather than the 30 days in the parameters. <br />It was felt that allowing employees to carry -over up to 65 days would <br />bridge the gap to Long Term Disability. The Administrator indicated that <br />one employee has requested that the City allow for a dual system of sick <br />20 <br />
