MINUTES <br />CITY COUNCIL <br />DECEMBER 18, 2013 <br />PLANNING <br />COMMISSION <br />AND <br />PARKS & <br />RECREATION <br />COMMISSION <br />APPOINTMENTS <br />leave /vacation and PTO. The Administrator also noted that the issue of <br />Short Term Disability (STD) warrants some addition review and <br />discussion by the Council. He also pointed out that the carry -over <br />provision and the STD issues are related. The Administrator <br />recommended that the PTO parameters be adopted as submitted and that a <br />workshop meeting be called to review the provisions related to STD and <br />carry -over. The Council agreed that additional review of these two issues <br />was needed. The Council also indicated that they did not support a dual <br />sick leave /vacation and PTO system. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -12 -293 — ADOPTING THE PAID TIME OFF <br />(PTO) PARAMETERS AS PRESENTED WITH THE DIRECTION TO <br />CITY STAFF TO PREPARE ADDITIONAL RECOMMENDATIONS <br />RELATED TO CARRY -OVER AND SHORT TERM DISABILITY <br />PROVISIONS, AND ELIMINATING THE CITY'S SICK AND <br />VACATION PROGRAM EFFECTIVE JANUARY 1, 2014 <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -12 -294 — CALLING A WORKSHOP <br />MEETING FOR MONDAY, JANUARY 6, 2014 AT 5:30 P.M. TO <br />REVIEW PAID TIME OFF PROVISIONS RELATED TO CARRY- <br />OVER AND SHORT TERM DISABILITY <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Keis noted that the City newsletter had contained an article soliciting <br />applicants to the Planning Commission and the Parks & Recreation <br />Commission, but that newsletter carne out after the deadline for <br />applications. The City Administrator pointed out that the newsletter <br />reached the Post Office in plenty of time; however, the Post Office <br />can hold bulk mailings up to two weeks. That is what happened in this <br />case. <br />21 <br />
