--SEP -27 -1995 12:24 NRC 612 595 9837 P.02»03
I Northwest Associated Consultants, Inc.
rj COMMUNITY PLANNING • DESIGN • MARKET RESEARCH
MEMORANDUM
TO: Joel Hanson
FROM: Stephen Griuman
DATE: " September 26, 1995
RE: Little Canada - Architectural Design Guidelines
FILE NO: 758.10
This mennorandtun is in consideration of the City Council's intention to seek assistance with the
development of Architectural Design Guidelines for the Rice Street/Little Canada Road
redevelopment project. NAC has assisted several of its client communities with Architectural
Design issues, ranging from simple project review to the development of Architectural Review
processes. A part of this service has included the development of Architectural Design Guidelines
of varying detail, dependent upon the community's needs.
Process
For the Rice Street/Litile Canada Road project, we would recommend a course of action which
is structured to permit the City to objectively compare and evaluate the architecturally diverse
projects arty to be received pursuant to the City's Request For Proposals. In addition, the City
must be able to evaluate redevelopment proposals for existing buildings such as the Market Place.
Rather than designing an "idealized" project for the developers' architects to emulate, this process
would be one which provides guidelines within which architects would apply their creativity.
Defensible Architectural Controls establish clear goals for a project's design, and permit the City
to measure a design proposal as to its attainment of those goals.
5775 Wayzata Blvd. • Suite 555 St. Louis Park, MN 55416 • (612) 595- 9636•Fax. 595 -9837
