14.155. Grand Opening Signs Permits for signs announcing the opening of a new business <br />enterprise ( "Grand Opening Signs ") on the premises where the new business is located may be <br />issued for a time period not to exceed two (2) weeks. The total area of such signs may not be <br />greater than the permitted sign area allowed by this Code to a single site. Such signs may not be <br />located within fifteen (15) feet of the public right -of -way, may be printed on cloth or other <br />suitable materials, and shall not be mounted on a wheeled vehicle or trailer. no pennants, <br />balloons, flags, or other similar objects may be attached to the sign or the exterior of the building. <br />A lighter than air balloon, no more than thirty-five 935) feet in diameter, may be utilized as a <br />grand opening sign, for a period not to exceed two (2) weeks. No such Grand Opening sign will <br />be allowed if it interferes with the use and enjoyment of adjacent land or constitutes a danger to <br />the public. In the event the Building Inspector determines that such a condition exists, the permit <br />may not be granted by the Building Inspector. The Building Inspector's decision may be appealed <br />to the City Council at a Council meeting following such decision. In addition to such Grand <br />Opening signs, up to two (2) searchlights may be utilized as display devices in conjunction with <br />Grand Openings for a time period not to exceed three (3) days. <br />14.160. Signs Without Frames Signs which have letters or graphics mounted directly on a wall <br />or fascia or in such a way as to be without a frame shall be permitted w exceed the normal sign <br />size requirements by 40 percent. The dimensions for calculating the square footage shall be the <br />area extending 6 inches beyond the periphery formed around such letters or graphics in a plane <br />figure bounded by straight lines, connecting the outermost points thereof. Each surface utilized <br />to display a message or to attract attention shall be measured as a separate sign. <br />14.170 Directional Signs Directional signs may be incorporated into a development including <br />information such as traffic directions, house numbers, management office location, or other <br />information necessary to direct persons to facilities or areas within the development provided, <br />however, that such signs shall not exceed 4.5 square feet in size and six feet in height, and are not <br />closer than one foot from a public street right -of -way. Off premises directional signs are <br />prohibited. <br />14.180. Nonconforming Us_e. All nonconfornvng signs in existence on the effective date of this <br />ordinance may continue, subject to the provisions of Chapter 11 of this Code. <br />14.190. Window Signs. Signs affixed to windows, or placed within 36 inches of a window to be <br />viewed from the exterior of the building, shall not occupy more than 25% of the total window <br />area, nor shall they be placed in a location that would block the view into the building from a <br />public street of the clerk or cashier's area. Under no circumstances shall ' the total area of wall <br />signage for the affected building. <br />14.191. Ground Signs. Area. Height. Setback Requirements. In lieu of a pylon sign, a <br />ground sign would be permitted. Ground signs may be of equal sign area allowed for pylon signs <br />in the same zoning district. Ground signs shall be limited to a maximum of 8 feet in height. <br />Ground signs may be set back from street rights -of -way a distance equal to one -half of the <br />setback for pylon signs in the same zoning district. <br />Page 50 <br />
