MINUTES <br />CITY COUNCIL <br />MAY 1, 1991 <br />construction without having to provide curb cuts, and <br />B6 -18 curbing on the west side of the street. <br />The Engineer proposed that all utilities be put in at <br />the same time as the road improvement so it is not <br />necessary to tear up the street in the future. The <br />Engineer explained that trunk storm sewer was put in <br />approximately 15 years ago, and he believed the cost of <br />this improvement had been assessed. Therefore, limited <br />storm sewer improvements are needed at this time. <br />Watermain is already in place, however, watermain <br />services will need to be placed for the vacant lots. <br />The costs of the services will be assessed directly to <br />the lots receiving the services. The Engineer also <br />reported that there is sanitary sewer and services in <br />place for the first 300 feet of DeSoto south of Allen <br />Avenue. Sanitary sewer will be extended to the third <br />property north of LaBore Road. <br />The City Engineer reviewed the estimated costs of the <br />improvement. Total Phase I costs are estimated at <br />$270,544. This includes $219,779 for street and storm <br />Sewer improvements, $41,707 for sanitary sewer and <br />$9,058 for watermain. The Engineer reported that it is <br />his recommendation that $204,00 of the $219,779 for <br />street improvement be assessed. The amount to be <br />assessed covered the cost of a 32 foot bituminous <br />width. The Engineer recommended that the oversizing to <br />a 36 foot be paid for by the City since the oversizing <br />is recommended for parking for Pioneer Park. <br />The Engineer then explained his proposal for assessing <br />the improvement, pointing out that it is estimated that <br />there is 2,845 lineal feet of frontage that can be <br />assessed for the street portion of the improvement at a <br />rate of $71.51 per lineal foot. Assessment for a <br />typical 80 foot lot is estimated at $5,721.07 for the <br />street portion of the improvement. The Engineer <br />recommended that the cost of sanitary sewer and <br />watermain be assessed on a per lot basis. There are 12 <br />lots that can be assessed breaking the cost out to <br />$3,475.59 per lot for sanitary sewer and $754.83 per <br />lot for watermain connections. This would total an <br />estimated $9,951.48 per lot for a typical 80 foot lot. <br />The Engineer explained the City's policy for assessing <br />Page 4 <br />
