MINUTES <br />CITY COUNCIL <br />MAY 1, 1991 <br />Pioneer Park. <br />The Engineer pointed out that the benefit to the <br />property owners along the existing section of Desoto is <br />that they have already received 12 years life from <br />their street, and when the improvement is made will get <br />a renewed life for the road. <br />Hartman disagreed and stated that he was totally <br />opposed to an assessment for the improvement. <br />Cliff Wickman, 2972 Desoto Street, reported that the <br />improvement of Desoto does not benefit Mr. Hartman <br />since he does not use Desoto Street. Wickman felt the <br />assessment estimates quoted were too high and felt <br />there was no harm in leaving the existing section of <br />Desoto as it is until it does break up and needs <br />replacement. <br />The City Engineer reported that the major strength of a <br />street is not in its surface, but rather its base. The <br />Engineer also reported that to do a street improvement <br />of a small section of road at a later date would be <br />much more expensive since there would only be the <br />adjoining properties to assess. <br />Wickman pointed out that considering that Allen Avenue <br />and Vanderbie will be rebuilt within a short time, if <br />this section of DeSoto breaks up, replacement could be <br />included with that project. <br />The City Engineer pointed out that the blacktop for the <br />new portion of DeSoto may not line up with the existing <br />blacktop. The Engineer stated that he was strongly <br />opposed to waiting to replace the existing stretch of <br />DeSoto. <br />Wickman agreed with Hartman that the existing piece of <br />Desoto was one of the better streets in the area, <br />pointing out that it already has curbing and the <br />surface is fairly new. Wickman felt it would be <br />sensible to wait and see before replacing the street. <br />The City Engineer pointed out that the City does not <br />know when development will occur for the future phases <br />of Costa Estates. <br />Hanson pointed out that if the street has served 60% of <br />its life, the adjacent property owners may receive a <br />credit for 40% of the street life. <br />The City Engineer reported that there are a number of <br />Page 6 <br />
