The Engineer also pointed out that <br />the figures quoted this evening are estimates. <br />Additional work needs to go into the project before <br />real costs can be determined. These would be available <br />at the assessment hearing. <br />Wickman reported that all three property owners on <br />DeSoto south of Allen feel that the road improvement is <br />of no benefit to them. <br />Mr. Frattalone reported that he owns property on the <br />west side of DeSoto. This property is zoned Light <br />Industrial and the improvement is of no benefit to him. <br />Frattalone reported that his property was already <br />assessed for sewer and water approximately 10 years <br />ago. <br />The City Administrator felt the City would be <br />hard - pressed to assess the industrial property for a <br />residential street improvement, pointing out that the <br />City would not allow industrial traffic on the <br />residential street. Some type of deferred assessment <br />could be considered in the event the zoning of the <br />property were ever changed and residential development <br />occurred. <br />Hartman reported that there are a lot of children in <br />the neighborhood who play in the street. Hartman felt <br />that having parking on both sides of Desoto would <br />present a hazard for these children. <br />Hanson replied that he was not in favor of parking on <br />either side of the street, and felt that parking for <br />Pioneer Park should be provided with off - street <br />parking. <br />Scalze reported that a parking lot is proposed on the <br />DeSoto side of Pioneer Park, but pointed out that there <br />may be occasions, similar to Canadian Days in Spooner <br />Park, where on- street parking would be necessary. <br />The City Engineer felt that if the on- street parking <br />was provided, it would be used. Without the parking <br />the Engineer felt there would be a policing problem for <br />the City to deal with. <br />Blesener agreed that there should be no parking on both <br />sides of DeSoto and that the parking lot should be <br />large enough to accommodate the Pioneer Park users. <br />However, Blesener felt that DeSoto Street should have a <br />Page 7 <br />
