Mayor & City Council Page 2
January 13, 1995
Keller Parkway Water Main
Project Cost: $240,000
Assessment Rate: $4,600 per lot (18 lots)
Assessed Amount: $82,800
City's Share: $157,200
**
Street costs are assumed at $45 per foot. This number is
highly variable dependent on construction costs and their
impact when applied to our Street Assessment Policy.
Gilanderi Street has been estimated at $45 per lineal foot.
The Engineer's numbers will revise this figure upward. Even
after applying our Street Assessment Policy, this road will
be very expensive.
The Viking Drive hearings should go relatively smooth in that the
water main is expected to be favored by all parties. The street
is more of a variable in that only four people returned our
survey -- two of them favored the street, two of them did not.
The City also has an issue to deal with in that costs will be
expended to restore the street if Alignment 2 is used that may
not be an effective use of our money especially when considering
that other portions of the street need attention. At this time,
staff favors reconstructing the street where it does not meet
standards.
The Gilanderi hearing will be very smooth in that the water main
is wanted by all parties. (Two owners have had their wells
fail!) There is a development deferral issue in this area which
has been discussed with that property owner. He has already been
assessed for one lot off of County Road B2 and the proposal would
be to assess him for two additional lots both of which could be
eligible for development deferral. The street project is very
difficult and I would be recommending that the City only restore
the street similar to its previous section. I would recommend
that we upgrade it somewhat to allow it to last longer. However,
I believe the costs of upgrading the street section from what
presently exists should be a cost assessable to the property
owners. My assumption is that this will be a fairly minimal cost
especially when compared to the cost of reconstructing the street
to City standards. Given that we do not have easements in this
area and that adequate right -of -way would be difficult to obtain,
I think this is the best course of action from the City's
standpoint. I believe the landowners will come to the same
conclusion when they compare the costs as well.
The Keller Parkway water main hearing should go relatively smooth
based on the discussion at the neighborhood meeting. The main
issue we can expect is the concern expressed as to why we held
Page 2
