Mary Lou Kostecki commented that the group present this evening is <br />not representative of Little Canada as a whole. Kostecki reported <br />that in one incident biking around the lake her son was almost <br />killed. Kostecki stated that it is very difficult to ride a bike <br />on a gravel shoulder. Kostecki reported that she is an avid <br />walker, has walked around Gervais hundreds of times, and it is not <br />safe. Kostecki stated that she could understand the concern for <br />loss of trees, but pointed out that public safety must be <br />considered as well. Kostecki felt a decision should be made on <br />this issued based on input from a more representative group of <br />property owners in the City. Kostecki pointed out that the City <br />has an opportunity here to improve an unsafe situation, and felt <br />the Council must consider the feelings of all the residents of <br />Little Canada. <br />A resident agreed that the road should be made more usable for <br />everyone, and suggested the way to do that would be to improve a <br />separate walking /biking trail. <br />A resident felt that a paved shoulder was not a walking /biking <br />path. If the intention is to provide such a path, it should be <br />separated from the roadway. <br />One resident felt that the property owners around the lake should <br />have a say in this project, pointing out that the property around <br />the lake is private and they have to deal with trespassers. <br />Drabik stated that she would like to see a designated area for <br />walking. Drabik pointed out that a paved shoulder would give <br />people a place to walk without trespassing on someone's property. <br />The City must address the safety concerns, whether the shoulders <br />are paved or a separate trail is improved. Drabik pointed out that <br />people are merely looking for a place to walk or bike, whatever <br />works out best. Perhaps some creative ideas can be developed. <br />A resident felt that the property owners should have more options <br />to consider. <br />Drabik felt the area was too tight for a separated walking trail, <br />and felt if the shoulders were paved and striped, people would stay <br />within the lines. <br />A resident suggested that there would be room for a separated trail <br />if Keller Parkway were made into a one -way road. <br />Drabik raised the concern of emergency vehicle access. <br />A resident asked if an environmental impact study was done. <br />Schact replied that no such study was done nor is one required for <br />a maintenance project. <br />10 <br />Page 65 <br />
