Dean Hedlund asked if retaining walls would be necessary. <br />Schact replied that at this point the County is not sure. The <br />County realizes it is tight in some areas, however. If retaining <br />walls are necessary, the County will pay for them. <br />A resident reported that she lives on the corner of Keller Parkway <br />and Edgerton, and there is a designated walking area along Edgerton <br />Street. The walk around the lake is approximately 3 miles and a <br />very natural walking area. The resident pointed out that Keller <br />Parkway is curvy around the lake, drivers do cut into the shoulder <br />when driving around some of the curves. The resident felt the road <br />definitely needed to be resurfaced, that a one -way road would be <br />difficult for everyone in the area. The resident felt that paved <br />shoulders would provide a smoother place for people to walk, and <br />would help keep people from trespassing. <br />Karolyn Kingsbury asked what the next step would be. <br />Schact replied that in February the County would be sending letters <br />out to the cities asking them if they want the County to proceed <br />with shoulder paving. <br />The City Administrator felt that the City has a 6 to 8 week <br />timeframe within which to work. The Council will be given the <br />notes from this meeting, issues raised will be discussed and <br />options explored. Little Canada will also try to coordinate with <br />the City of Maplewood. <br />Karolyn Kingsbury asked what if Maplewood does not want the paved <br />shoulders. Kingsbury asked why the project has to happen this <br />year, and suggested that it be delayed. <br />Schact pointed out that the County is trying to coordinate with <br />Little Canada's water main project. <br />Hedlund stated that it was his understanding that the road project <br />was driving the water main project, not the other way around. <br />The City Administrator replied that that was correct. <br />A resident asked why the County would want a 24 foot pavement at a <br />minimum rather than 22 feet. The resident suggested 22 feet of <br />driving lanes, 5 feet of paved shoulder on one side and 2 feet on <br />the other. <br />Schact reported that MN standards call for 12 foot driving lanes if <br />there are no paved shoulders. With paved shoulders, the driving <br />lanes can be reduced to 11 feet. <br />A resident asked why the 5 foot shoulders were needed on both <br />sides. <br />11 <br />Page 66 <br />
