LEARNING AND EVALUATION PERIOD <br />Purpose <br />The learning and evaluation period is an integral part of the <br />selection and hiring process. The objectives of the learning and <br />evaluation period are: <br />A. To provide for particularly close observation and <br />supervision of an appointed employee's performance. <br />B. To provide time for evaluation by the employer either to <br />retain an employee whose performance is satisfactory or to <br />reject an employee whose performance in a position does not <br />meet required work standards. <br />C. To provide time for the employee to determine whether or not <br />a position is to his /her liking and to demonstrate his /her <br />fitness for the position. <br />Procedure <br />All original regular appointments shall include a learning and <br />evaluation period. Promotion shall be subject to a learning and <br />evaluation period consistent with the appointed period. If <br />employees who have been promoted are found unsuitable for the <br />work of the positions to which promoted, they may be reinstated <br />to the position and rate of pay of the position from which <br />promoted, so long as a vacancy exists. <br />Duration - Employees shall be subject to a learning and <br />evaluation period of six months of service after hiring <br />appointment or promotion. At the discretion of the Council, the <br />learning and evaluation period may be extended for an additional <br />six month period. <br />A permanent employee terminated during the probationary period <br />from a position to which he or she has been promoted or <br />transferred shall be reinstated to a position in the class from <br />which the employee was promoted or transferred unless he or she <br />is discharged from the City service as provided in the rules. If <br />a permanment employee promoted or transferred to a position not <br />in the competitive service is terminated from that position, the <br />employee shall be reinstated to a position in the class from <br />which he or she came unless discharged as provided by the rules. <br />Completion - At or near the completion of the six -month period, <br />the respective department head shall evaluate the employee's <br />records and performance. If the employee's records and <br />performances are satisfactory, the department head shall so <br />certify to the City Administrator. Upon determining that the <br />8 <br />
