grades are located between Little Canada Road and Schletty Drive. The street <br />is approximately 1,050 feet long with a radius bubble approximately half way <br />down the street and a cul -de -sac at the very south end. The cul -de -sac and <br />bubble have a right -of -way radius of 60 feet and 45 -feet respectively and the <br />right -of -way width is a consistent 60 feet along the rest of the street. <br />A storm sewer system currently serves the urban street section and it discharges <br />to the wetland to the south and east which eventually discharges into Gervais <br />Lake. All properties are served with sanitary sewer, but no watermain exists <br />along Schletty Drive. The properties at 521, 529, 533, 537, and 550 Schletty <br />Drive do have water service off of the watermain that runs along Little Canada <br />Road but all other properties are on private wells. <br />The estimated Pavement Management rating for this road is 45 out of 100. The <br />street suffers from alligator cracking on a significant portion of the street, failed <br />areas of previous patching and potholes, along with delamination. The pavement <br />rating indicates that the road has deteriorated to a level where it would no longer <br />be cost - effective to rehabilitate the street. The only viable option is full <br />reconstruction. <br />VI. INFORMATIONAL MEETINGS <br />Informational meetings were held for all streets on November 18th, 2013 to gather public <br />input on the proposed project from those adjacent to the improvements. Copies of the <br />sign -in sheets and complete meeting minute notes for these meetings are included in <br />Appendix D. In general those present from Australian Avenue were against any <br />improvement at this time and those present from Schletty Drive were in favor of the <br />proposed work. <br />VII. PROPOSED IMPROVEMENTS <br />A. AUSTRALIAN AVENUE <br />Australian Avenue is proposed to be reconstructed to a 28 -foot wide drive <br />surface with concrete curb and gutter. Municipal watermain would be extened <br />from the watermain on Lakeshore Avenue to the east end of the street and <br />hydrants added for fire protection. All properties not currently served with water <br />would have a service installed to the property line and a curb stop installed. The <br />existing storm sewer in Lakeshore Avenue and the outlet pipe at the east end of <br />the street would be reviewed and additional inlets provided to serve the new <br />urban section. At this time we have assumed that the existing systems to <br />Savage Lake are sufficient for use as the outlet for the new storm sewer system. <br />As stated previously there is no turn around at the end of the street and it is our <br />recommendation that one be installed. Due to the limited right -of -way and the <br />existing improvements in the area it is unlikely that a standard full sized cul -de- <br />sac could be used. Based on our initial review a small cul -de -sac or hammer <br />handle style turn around should be incorporated into the design to provide a <br />means for vehicles to turn around on the public street.
