size it is likely that some additional street right -of -way or easement would be <br />needed. <br />As in previous years the Watersheds current enacted stormwater treatment <br />regulations require infiltration of the first inch of storm water runoff from <br />impervious surfaces. Previous street projects the City completed utilized <br />rainwater gardens to achieve this infiltration standard therefore, in a continued <br />effort to effectively treat storm water, rainwater gardens will once again be <br />considered for treatment of storm water runoff along this roadway. <br />B. SCHLETTY DRIVE <br />Schletty Drive is proposed to be reconstructed as a 28 -foot wide urban section <br />with concrete curb and gutter. Municipal watermain would be extended from the <br />existing 8 -inch stub near Little Canada Road to provide water service to those <br />currently not served along with fire protection for the neighborhood. At this time <br />we anticipate the removal and replacement of all the concrete curb and gutter <br />because of the impacts necessary to install the watermain, hydrants, and <br />services. Because Schletty Drive is an existing urban section there is an existing <br />storm sewer system serving the street. Those at the informational meeting felt <br />the system was functioning adequately, however we will review the system to <br />determine if improvements are needed. <br />As in previous years the Watershed's current enacted stormwater treatment <br />regulations require infiltration of the first inch of storm water runoff from <br />impervious surfaces. There are <br />several City owned properties along this street and could be used for infiltration if <br />sufficient support is not received from the neighborhood. <br />VIII. RIGHT -OF -WAY & EASEMENTS <br />The City may need to acquire waivers of trespass and /or drainage and utility easements <br />for grading work, constructing the rainwater gardens, and watermain installation if there <br />is not sufficient room within the rights -of -way to do so. A waiver of trespass allows entry <br />by City personnel and its agents, the Contractor, and subcontractors onto private <br />property for the purpose of inspection and other construction related work only during <br />the duration of the project. <br />In the past the City has requested approval from residents to construct a rain garden in <br />front of their property or on their property. The City has only required verbal approval <br />and no documentation of the acceptance of a rain garden has ever been obtained. We <br />would ask that Council provide direction on if a verbal approval is sufficient or if a signed <br />form authorizing the garden be required from residents. <br />10 <br />
