However, property owners are encouraged to get at <br />least one other quote for this work. Driveway work would be paid <br />separately by the property owner outside of the City contract. <br />The Engineer then reviewed in detail the construction process in detail. <br />He noted that the City typically installs paving in two lifts with the second <br />lift the following year. This allows for settling to occur and repairs made <br />before the final lift is installed in 2015. <br />The Engineer then reported that there will be times that driveway access is <br />restricted due to construction activities. However, emergency vehicle <br />access will be maintained at all times. Mail and garbage service will be <br />maintained. Mail service is typically moved to a temporary box outside <br />the project area. Garbage service would be maintained to driveways or the <br />contract responsible to get garbage out. The Engineer reported that <br />property owners will be kept informed of timing of construction activities <br />that will restrict access. He also noted that there will be an on -site <br />inspector available to address property owner concerns. He noted that the <br />Code allows construction work hours from 7 a.m. to 10 p.m. on weekdays <br />and 9 a.m. to 9 p.m. on Saturdays. <br />The Engineer reported on project funding, noting that sanitary sewer <br />would be funded through the City's Water /Sewer Capital Improvement <br />Fund. Water main improvements would be funded through a combination <br />of special assessments to benefitting properties as well as through the <br />Water /Sewer Capital Improvement Fund. Street costs will be funded <br />through special assessments to benefitting property owners as well as the <br />City's Infrastructure Fund. Storm sewer repairs will be paid from the City <br />Infrastructure Fund. <br />The Engineer then explained the special assessment process in detail <br />which is based on the City's Assessment Policy which has been in place <br />since 1995. The Engineer noted that the seven properties proposed to be <br />assessed for this project are all residential properties. The 2014 residential <br />assessment rate is $65.25 per front foot. Given the nature of the area, the <br />City is proposing a unit street assessment of $6,408.50 per lot. Corner lots <br />would be assessed 1.2 units (1 for the driveway side and 0.2 for the side <br />yard). Watermain assessments are proposed at the 2014 maximum <br />assessment rate of $7,100 per lot for all properties currently not served by <br />water main. The Engineer noted that 550 Schletty Drive was included in <br />the original Little Canada Road water main project and was assessed at <br />that time. The properties west of Schletty Drive already served off Little <br />Canada Road were not assessed as part of the Little Canada Road water <br />main project, but connected later The intent was that these property <br />3 <br />
