MINUTES <br />CITY COUNCIL <br />JANUARY 22, 2014 <br />owners were to pay into escrow for the water main improvement at the <br />time of hookup with future credit or additional payment at the time that <br />water main was brought into Schletty Drive. With regard to decorative <br />lighting, the Engineer noted that this has never been installed on a <br />residential reconstruction project in the past. The City is currently <br />reviewing options for installation, and it is likely that property owners <br />would pay full or part of the cost, if decorative lighting is installed. <br />The Engineer then reviewed the options for payment of special <br />assessments for the benefit of those present. He also reviewed assessment <br />deferral options. <br />The Engineer reviewed the anticipated project timeline. <br />'I'he Engineer then reviewed a list of common questions and provided <br />answers to these questions. This included information on such things as <br />yard /boulevard disturbance, when the project would be anticipated to start <br />and how long the road would be under construction, impacts on sprinkler <br />systems and invisible fence, whether property owners would be required <br />to immediately connect to City water and the fees involved, as well as the <br />ability to continue to use wells once connected to City water. <br />At this point the public hearing was opened for comments from the <br />general public. <br />The property owner at 541 Schletty Drive asked about water connection <br />charges. The Public Works Superintendent stated that the cost of the <br />meter, connection charge, and inspection run about $700. There would <br />also be contractor costs to make the physical connection. He also added <br />that the water service charge of $12.60 per quarter would be added to the <br />water and sewer bill for the property. Ile explained this amount defrays <br />on -going system maintenance costs and is based on the availability of <br />water even if a property is not connected. <br />Another property owner asked about where the water connection would be <br />and how a contractor would find it in the future when a property connects <br />to water. The City Engineer explained that those properties that laid <br />copper from the house to the street would be given the opportunity to <br />connect via the City's contractor. That opportunity would be limited to <br />about 10 minutes of searching time for the service so knowing its <br />termination is critical. Once the service is installed, a curb stop would <br />exist near the property line that provides for future location of the service <br />connection. <br />4 <br />
