MINUTES <br />PLANNING COMMISSION <br />MARCH 14, 1995 <br />may be willing to grant approval for the garages. <br />With regard to the 20 -foot drainage and utility <br />easement addressed in the City Planner's report, Bienke <br />reported that that easement was a part of the previous <br />platting of the property. There have been no utilities <br />placed within that easement, therefore, the City <br />Engineer should not have a problem with building <br />placement. <br />Bienke reported that as a result of the reduction in <br />the size of the buildings, less parking is required <br />under the ordinance provisions. However, they are not <br />proposing to reduce the number of parking spaces <br />proposed. Bienke reported that the final parking lay- <br />out will be provided to the City Council and it will <br />include handicapped parking stalls. <br />Bienke reported that assuming NSP allows the <br />construction of the garages, trash bins will be <br />contained in that area. If the garages do not happen, <br />it may be possible to provide an area inside the <br />buildings for roll -out trash bins. <br />Don Newpower stated that he did not believe inside <br />trash storage would be feasible, and indicated that <br />they may have to discuss with NSP the possibility of <br />constructing an outside trash storage area on the <br />powerline easement. City Codes will be met with regard <br />to trash storage. <br />Bienke reported that a 20 foot setback is proposed <br />between the buildings on Lots 1 "and 2, between the <br />first phase and the second phase, and between the <br />buildings in the second phase. Only the two buildings <br />on the north side of the project will have a 10 foot <br />separation. <br />Bienke indicated that additional landscaping has been <br />added to the eastern boundary of the project as well as <br />along County Road D. Shrub massing is proposed on the <br />powerline easement. <br />With regard to parking, Bienke stated that five <br />handicapped parking stalls will be provided as well as <br />three delivery stalls. These three delivery spaces <br />will be located one in front of each cluster of <br />buildings. The spaces will be 12 feet in width. <br />2 <br />Page 18 <br />
