MINUTES
CITY COUNCIL
FEBRUARY 7, 2014
that the Parks Department is being added into the current project, a goal is
to have all equipment stored indoors, and with the efficiencies in the
current design that provide for office space, drive - through capabilities, a
dedicated maintenance bay and wash area, etc., Option A proposes a
26,070 square foot facility.
Boss pointed out that the gained efficiencies will save the City money in
the long run. McGraw again commented that the building design
proposals provide for no frills. The Construction Manager agreed, and
stated that in order to decrease costs, square footage will have to be cut.
Montour expressed concern about the location of salt storage, noting that
the goal is to have no variances on the project. The City Administrator
indicated that he would verify whether or not salt storage is a permitted
use in the location proposed. Montour stated that he was concerned with
appearance of the project from Centerville Road, noting the three bay
doors and gate proposed on the Centerville Road Side. Montour also
asked how the property to the north would be accessed if the City were
ever to purchase that property and add it to the site. It was noted that the
proposed fuel island on the north side of the building has been eliminated.
Montour stated that his biggest concern is how the project will fit on the
property given that it abuts a residential area. Montour suggested that if
the building cannot be re- oriented, perhaps additional screening would be
needed.
The City Administrator reported that the architect was told that there can
be no variances on this project. He indicated that Montour's concerns
would be conveyed to the architect. The Construction Manager noted that
Centerville Road is a main thoroughfare in the City, and noted that this is
the reason that the office area of the building is being oriented toward
Centerville Road. There was some discussion about whether or not the
main entrance into the property should be Centerville Road or LaBore
Road, with drive - through capabilities for the building directing that main
entrance to Centerville Road. The salt storage area was again discussed
with the City Administrator pointing out that the salt storage will be in a
20 -foot high enclosure. The building height is proposed at 22 feet.
Blesener indicated that the goal this morning is to determine whether or
not the Council is supportive of the building size and estimated project
cost. There was also discussion on the need for a neighborhood meeting
to review the project and obtain input from the neighbors. Montour
suggested that elevations of the building be prepared so they can be
presented at the neighborhood meeting.
4
