MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 13, 2014 <br />There being no other nominations, Duray was unanimously appointed as <br />Vice Chair for 2014. <br />MINUTES The December 12, 2013 Planning Commission meeting minutes were <br />approved as submitted. <br />ARCHI- Jason Quilling, QT Commercial Construction & Roofing, appeared <br />TECTURAL before the Commission requesting Architectural Review for exterior <br />REVIEW — improvements planned for the Thunder Bay and Round Lake Plaza <br />LITTLE Shopping Centers. <br />CANADA <br />ROAD The City Planner explained that the City has Architectural Guidelines <br />SHOPPING in place for both the City's commercial districts as well as the Rice <br />CENTERS Street/Little Canada Road area. The area in question would be subject to <br />the Architectural Guidelines for the Rice Street /Little Canada Road area. <br />The Planner reported that when upgrades are proposed to commercial <br />properties subject to Architectural Guidelines, the goal of these guidelines <br />is to recommend that a certain threshold be met. The Planner noted that <br />the Guidelines address the building upgrades, site plan relative to <br />landscaping and drainage, and signage. <br />The Planner explained that the proposal for the shopping centers includes <br />the remodeling of the facades of both buildings. The existing centers are <br />dated, and the applicant is proposing changes to the roof line and <br />installation of EIFS on columns and walls along the fronts of the buildings <br />with a stone veneer running along the base. The result will be that the <br />front of the buildings will have a variety of faces rather than the <br />appearance of one big flat wall. The Planner indicated that the finish <br />materials proposed are consistent with the Architectural Guidelines. <br />The Planner indicated that no information has been submitted for some <br />elements of the Architectural Review. Those include a site plan, <br />landscaping plan, and signage plan. The Planner noted that the majority of <br />the shopping center site is paved, there being more paving than is <br />necessary to meet parking requirements. The Planner encouraged the <br />applicant to put together a landscaping and drainage plan for the property <br />and to reduce the amount of hardscape on the site. The Planner indicated <br />that he is recommending approval of the Architectural Review, subject to <br />the conditions outlined in his February 7, 2014 report. <br />Quilling indicated that he has reviewed the Planner's report and has <br />discussed it with the ownership of the shopping centers.
