MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 13, 2014 <br />signage on this property, he was not sure that there was money for <br />landscaping and drainage enhancements at this time. He asked if the City <br />would be agreeable to phasing in those improvements. <br />Maleitzke asked if there were any drainage concerns on this site. The City <br />Planner noted that the site has existed as is for many years. While he was <br />not sure whether there were drainage problems on this site, the Planner <br />noted that the storm water run -off likely flows into Round Lake. <br />Maleitzke informed the applicant that there could be grants available from <br />the Watershed that would help with the cost of making drainage <br />improvements on this site. <br />Quilling indicated that the ownership would like to start making building <br />improvements within the next month. I -Ie noted that one easy landscaping <br />option would be to add planters to the site. Quilling indicated, however, <br />that no discussions have been commenced with the City Engineer on <br />drainage. <br />Schwalbach asked how the City has handled similar situation and whether <br />drainage improvements would have to be made in order to proceed with <br />the architectural improvements proposed for the building. The City <br />Planner noted that when architectural improvements are proposed, it is an <br />opportunity for the City to improve other site conditions. The Planner <br />indicated that it will be a Council decision whether or not to allow a <br />phase -in of landscaping and drainage improvements. <br />Schwalbach indicated that if the cost of landscaping and drainage <br />improvements is a make or break item, he would like to see the shopping <br />center structure improvement and a phase -in of these other improvements. <br />Fischer suggested that the applicant put together a site plan and an <br />implementation schedule for the landscaping and any drainage <br />improvements to be submitted to the Council for their February 26`x' <br />meeting. <br />Quilling pointed out that the owner needs to upgrade the shopping centers <br />in order to attract additional tenants. He again suggested that given the <br />cost, it may be necessary to phase in landscaping and drainage <br />improvements. <br />Duray asked if the improvements to the building would disturb any of the <br />existing asphalt. Quilling replied that they would not. There is a small <br />piece of sidewalk that is proposed to be added, but all other concrete and <br />bituminous would stay intact. Duray asked if drainage improvements are <br />- 3 - <br />17 <br />
