MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 13, 2014 <br />necessary if the bituminous is not being disturbed. The Planner indicated <br />that that was a question for the City Engineer. <br />Duray asked about improvements to the existing pylon signs. Quilling <br />indicated that it was his understanding that there would be only one pylon <br />and that it would match the materials on the building. Duray asked if <br />there were any improvements proposed for the west elevation of the <br />building furthest to the west. Quilling described the west elevation, which <br />does have some of the front improvements wrapping around the building. <br />Barraclough asked the separation between the two shopping centers. <br />Quilling estimated it at 80 to 100 feet. It was also noted that the elevations <br />of the shopping center sides facing one another would match and have a <br />small decorative element that wraps around. <br />Maleitzke asked if the existing tenants would remain. Quilling thought <br />that they would and indicated that ownership is hoping to attract new <br />tenants as well. <br />Duray asked about lighting plans for the shopping centers. Quilling noted <br />that lighting on the building would be improved and would face <br />downward and not spill out on adjacent properties. There are no light <br />poles in the parking lot, with Quilling pointing out the existing street <br />lighting along Little Canada Road. <br />Fischer again suggested that the applicant submit a site plan and signage <br />plan for Council review on February 26th. Fischer pointed out that the <br />applicant will have to work with the City Council on an implementation <br />plan for landscaping and drainage improvements if these improvements <br />are deemed necessary. Quilling stated that the developing the signage <br />plan should not be a problem, but thought a landscaping plan would take a <br />couple of weeks. The City Planner suggested that the landscaping plan <br />could come in later, indicating that if an implementation plan is agreed to, <br />final review and approval of landscaping and drainage improvements <br />could be made by the Council subject to final staff approval of these plans. <br />Quilling asked the timing of building permit approvals. The Planner noted <br />that once the Council acts on the Architectural Review, subject to <br />whatever conditions are imposed, the building permits would be reviewed <br />and acted on by the Building Official. <br />Duray indicated that this is a great project that will improve the shopping <br />center. Duray stated that he would support working with the property <br />owner to come up with an implementation schedule for landscaping and <br />drainage improvements. <br />- 4 - <br />18 <br />
