MINUTES <br />CITY COUNCIL <br />FEBRUARY 26, 2014 <br />o Spot repair and paint areas as needed of the dry interior <br />surface of the tank; <br />o Pressure wash and overcoat the entire exterior of the tank, <br />including spot repairs as necessary; <br />o Blast and repaint the pit piping; <br />o Various miscellaneous repairs to meet OSHA and AWWA <br />standards. <br />The Superintendent reported that the fact that the tower only requires an <br />overcoat is very good news, and indicated that an overcoat should last <br />another 15 to 20 years. At that time the exterior will require a full blast <br />and repaint. <br />The Superintendent indicated that there are many ways to complete this <br />type of work for a water tower. One is the traditional design /bid /build <br />where a consulting engineering firm prepares plans and specs, advertises <br />for bids, and then the contract is awarded to the lowest responsible bidder. <br />Another is the design /build method where a consulting engineering firm <br />partners with a designated contractor to complete the work and avoid the <br />bidding process. The Superintendent reported that there are pros and cons <br />for all options, and after checking with other cities and performing some <br />research, City staff decided that the design -build option makes the most <br />sense for the City's water tower. <br />The Superintendent reported that quotes were sought for the design -build <br />process. SEH Engineering partnering with Classic Protective Coatings <br />submitted a quote. City staff also contacted Utility Service Group (USG) <br />based in Atlanta partnering with Arndt Enterprises based in Iowa for a <br />quote. The Superintendent reported that the price from SEI -I was <br />$635,250 with a 5 -year maintenance plan. The quote from USG was <br />$564,350 with a 5 -year maintenance plan. The Superintendent reported <br />USG was less expensive, but the company is not as well known in this <br />area. The Superintendent reported that most of the USG references proved <br />good, but one city found deficiencies that were missed by USG inspectors. <br />Based on that, City staff felt that an independent contractor should be <br />hired to inspect the work performed by Arndt. City staff contacted <br />Kollmer Consultants for a quote for inspection work, and that cost was <br />estimated at $38,200. This brings the USG total to $602,550. <br />The Superintendent reported that it is staff's recommendation that the <br />quote submitted by SEH be awarded. He noted that SEH is a local firm <br />and will be doing work on the Roseville tower in 2014. While there are no <br />economies of scale because of this, the two cities will be able to rely on <br />each other for water while their respective towers are out of service. <br />11 <br />
