MINUTES <br />CITY COUNCIL <br />FEBRUARY 26, 2014 <br />gambling as well as without the City and City Council. The Chief <br />presented the City with a check in the amount of $56,784 to be added to <br />the City's Fire Equipment Replacement Fund. <br />On behalf of the City and its residents, Acting Mayor Montour thanked the <br />entire Little Canada Fire Department for its generous donation to the Fire <br />Equipment Replacement Fund. <br />ARCHI- Acting Mayor Rick Montour opened the public review of the <br />TECTURAL Architectural Review for proposed exterior improvements to the <br />REVIEW- Thunder Bay and Round Lake Plaza Shopping Centers on Little Canada <br />LITTLE Road Montour noted that both the City Planner and the Planning <br />CANADA Commission have recommended approval subject to conditions. <br />ROAD <br />SHOPPING The City Planner indicated that the proposal is for the exterior <br />CENTERS renovation of the facade of the two Little Canada Road shopping centers. <br />The Planner reported that since the Planning Commission meeting the <br />applicant has submitted additional information on both signage and <br />landscaping. The Planner noted that the Planning Commission <br />recommended approval of the Architectural Review, subject to conditions, <br />and commented that the proposal is a significant aesthetic upgrade to the <br />two shopping centers. <br />The Planner then reviewed the recommendations outlined in his February <br />7, 2014 report. The first related to lighting, and the Planner noted that <br />lighting will be on the building under the canopy. There are no lights <br />proposed in the parking area. The second recommendation related <br />landscaping features along the front building facade. The Planner noted <br />that a landscaping plan has been submitted since the Planning Commission <br />meeting. The Planner noted that the applicant has requested that a <br />timeline be developed for implementation of the landscaping plan given <br />the additional cost of this work. The third recommendation related to <br />tenant signage, and the Planner reported that signage diagrams have been <br />submitted. He noted that the diagrams meet the intent of the Architectural <br />Guidelines, and stated that as part of the signage permitting process, a <br />Master Sign Plan will have to be submitted to City staff for review and <br />approval. The Planner noted that the individual tenant signage has the <br />dark background with reversed -out lettering. He also pointed out that the <br />shopping centers have two pylon signs presently. It is his understanding <br />that the pylon furthest east will be removed. The Planner indicated that <br />the sign plan for improving the western pylon meets the Architectural <br />Guidelines. The Planner noted that the fourth recommendation relates to <br />the site plan. The fifth refers to the City Engineer's recommendations. <br />The Planner then reviewed the City Engineer's report dated February 18`x' <br />2 <br />
