MINUTES <br />CITY COUNCIL <br />FEBRUARY 26, 2014 <br />which notes that the only areas of disturbance will be to remove and install <br />the sidewalk along the buildings. The Engineer recommended that as part <br />of the landscaping for this project, the boulevard area between the paver <br />sidewalk along Little Canada Road and the parking lot be reviewed. The <br />grades in this area may require a small retaining wall to allow for a more <br />maintainable slope. <br />Jason Quilling, QT Commercial Construction & Roofing, representing the <br />property owner, presented a proposed landscape plan for the site and asked <br />if the City would give the owner up to two years to complete landscaping <br />improvements. He next described the signage, noting that these are flat <br />panel signs. Montour asked if the signs would be internally lit. Quilling <br />replied that they would not be, noting that there is lighting in the building <br />soffits that would shine on the signs. Montour asked about a Master Sign <br />Plan. Quilling reported that there are currently 11 tenants in the 2 <br />shopping centers and several vacancies. The sign plan will be dependent <br />on how the space leases out, with Quilling noting it is the owner's hope <br />that some large tenants will locate in the center. <br />Quilling then described the exterior facade improvements proposed for the <br />centers which include EIPS and stone and column improvements, as well <br />as improvements to the roofline. Improvements will be made to the east, <br />south, and west building elevations. The back of the buildings (north <br />elevation) will be painted. <br />Keis asked about remodeling the interiors of the building. Quilling <br />indicated that those improvements are part of the second phase and will be <br />part of the interior build -out for tenants as they are identified. <br />Montour asked the timeline for the improvements. Quilling indicated that <br />work on the exterior would begin as quickly as possible, weather <br />permitting. Montour asked if the shopping centers would go by the name <br />"Thunder Bay Mall ". Quilling indicated that that was his understanding. <br />Quilling indicated that the owner is committed to the project, but the <br />landscaping requirements will add about $80,000 to $100,000 to the <br />project. Therefore, the owner is asking for a two -year extension to make <br />the landscaping improvements. Montour asked what options the City had <br />for ensuring the landscaping improvements were made. The <br />Administrator suggested that a PUD Agreement could be drafted to govern <br />the project, but was not sure what type of surety could be required. The <br />City Planner indicated that typically a letter of credit is required for a <br />short -term project but not one with a two -year timeframe. <br />3 <br />
