MINUTES <br />CITY COUNCIL <br />FEBRUARY 26, 2014 <br />With regard to the retaining wall noted in the City Engineer's report, <br />Quilling indicated that the developer is willing to participate in that <br />improvement. The City Administrator pointed out that the sidewalk in the <br />area along Little Canada Road is not supported and the retaining wall will <br />be needed to provide that support. Montour noted the improvements <br />planned for the Veterans Memorial, and suggested that the retaining wall <br />and sidewalk work needed along the shopping centers could be combined <br />with the Veterans Memorial work. <br />Keis suggested that there appears to be three phases of work at the <br />shopping centers, the facade work, the interior build -outs, and the <br />landscaping. Quilling indicated that the facade work would begin right <br />away, and the build -outs would be done as tenants lease their space. <br />Quilling indicated that he has worked with this property owner for many <br />years and stated that it was the owner's intention to get the work done, <br />including the landscaping. Quilling again asked for a two year timeframe <br />to do the landscaping, suggesting May or June of 2016. Quilling stated <br />that once the shopping centers have a new look, the hope is that there will <br />be interest in leasing space within these centers. <br />Keis expressed concern about ensuring that the landscaping is done. The <br />City Administrator suggested that there may be the potential to do the <br />landscaping improvements along with the public improvements, and <br />assessing the cost back against the property owner. This option could <br />speed up the completion of the landscaping improvements. The <br />Administrator suggested that he discuss this with the property owner, and <br />asked Quilling for any estimates he might have on the landscaping work. <br />Boss asked how long the exterior improvements would take. Quilling <br />estimated 1 1/2 to 2 months. <br />There was no one from the general public present wishing to comment on <br />this matter. <br />Keis noted the need to govern the timing of the interior build -outs and <br />completion of the landscaping. Quilling noted that the interior build -outs <br />would occur as tenants are identified. Montour indicated support for <br />completion of the landscaping by June 1, 2016. The City Administrator <br />again suggested that one option to get the landscaping done earlier would <br />be to have it done as part of the public improvements and assessed back <br />against the property. The Administrator indicated that he would research <br />this option and discuss it with the property owner. <br />Upon motion by Boss, seconded by Keis, the public review was closed. <br />4 <br />
