MINUTES <br />CITY COUNCIL <br />FEBRUARY 26, 2014 <br />REZONE <br />2858 <br />CENTERVILLE <br />ROAD TO <br />PUBLIC <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014 -2 -38 — APPROVING THE <br />ARCHITECTURAL REVIEW FOR THE LITTLE CANADA ROAD <br />SHOPPING CENTERS SUBJECT TO COMPLIANCE WITH THE <br />RECOMMENDATIONS OF THE CITY PLANNER AS OUTLINED IN <br />HIS FEBRUARY 7, 2014 REPORT AND THE CITY ENGINEER <br />OUTLINED IN HIS FEBRUARY 18, 2014 REPORT AND <br />INSTRUCTING THE CITY ADMINISTRATOR TO DRAFT A <br />DEVELOPMENT AGREEMENT GOVERNING THE COMPLETION <br />OF THE LANDSCAPING FOR THIS PROJECT <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (3). <br />Nays (0). Resolution declared adopted. <br />Montour opened the Public Hearing to consider the Rezoning of <br />2858 Centerville Road from Industrial Park District (I -P) to Public (P) <br />for future Public Works /Parks Garage as proposed by the City. It was <br />noted that the City Planner and the Planning Commission have <br />recommended approval of the Rezoning. <br />The City Planner reviewed his February 7, 2014 report relative to the <br />Rezoning. He noted that in considering a rezoning, the Zoning Ordinance <br />identifies a number of evaluation standards. Based on this evaluation, the <br />nature of the proposed use is consistent with the current zoning and land <br />use of the site, that is, industrial. The Planner also indicated that the <br />City's Comp Plan guides this area toward industrial use. The Planner <br />pointed out that industrial uses are dominated by activities that include <br />processing, construction, and heavy truck traffic. <br />The Planner noted that at the Planning Commission meeting there was <br />discussion about how the new Public Works /Parks Garage would develop <br />on the site and how it would differ from the previous use, the former <br />Brings operation. The Planner noted that the general public that attended <br />the Planning Commission meeting were in support of the Public <br />Works /Parks Garage project. <br />Montour noted that previous to the Council meeting this evening, an open <br />house was held to present the Public Works /Parks Garage project to the <br />neighborhood and take comments. The City Administrator indicated that <br />property owners along Centerville Road and in Pitrina Park were notified <br />of the open house, essentially property owners in the area that would be <br />driving by the site.
