MINUTES <br />CITY COUNCIL <br />FEBRUARY 26, 2014 <br />property owners present at the open house and the comments received <br />were generally supportive. One property owner expressed concern that <br />this was not an ideal site for the Public Works /Parks Garage. The <br />Administrator noted that the site is already zoned I -P District and the <br />property immediately north is also zoned 1 -P. The Administrator indicated <br />that it was his opinion that the City's proposed use will be less intense <br />than the previous owner, Brings. <br />The Administrator then described in detail the preliminary plans for the <br />Public Works /Parks Garage. He indicated that the building will consist of <br />just over 26,000 square feet, which is larger than initially anticipated at <br />15,000 to 20,000 square feet. The Administrator reported that the City <br />had a public works garage needs assessment done in 2000. At that time, <br />the study recommended a garage of 10,200 square feet. The <br />Administrator pointed out that since that time the decision has been made <br />to combine the Public Works and Parks Departments in the new building. <br />The Administrator reported that current Public Works Garage, Parks Shop, <br />and storage at the former Roseville Plumbing property is at approximately <br />14,000 square feet. He then described the Public Work /Parks Garage floor <br />plan in detail, noting that in addition to vehicle and equipment storage <br />areas, the building includes maintenance and wash bays, vehicle drive - <br />through capability, and office /meeting room /lunch room /locker <br />room /restroom areas. The Administrator noted that the new facility will <br />allow the City to store all vehicles and equipment indoors, something that <br />the City is currently not able to do. <br />With regard to the cost of the project, the Administrator indicated that the <br />total cost is approximately $4 million. Of that amount, the City paid <br />$675,000 for the property and $3.4 million is the estimated building and <br />site improvement costs. These numbers are still being refined, and <br />hopefully, the project will come in at less than that amount. The <br />Administrator pointed out that it is anticipated that this will be a busy <br />construction season, which could result in higher than expected bids. <br />However, the project's Construction Manager feels that the facility can be <br />brought in on budget. The Administrator indicated that it is hoped that the <br />project will be completed by the end of December. <br />The Administrator reported that at the open house one property owners <br />suggested that the property should be converted to residential. The <br />Administrator pointed out the surrounding property uses, and indicated <br />that this site is not a good single- family site. The Administrator pointed <br />out that this is the third site that the City acquired as a potential Public <br />Works /Parks Garage site. The first site was located on County Road B <br />and was determined to not be a good location given it was on the southern <br />end of the City and we had to drive through another community to reach <br />6 <br />
