MINUTES <br />CITY COUNCIL <br />APRIL 9, 2007 <br />There would also be screening issues with this site relative to Public <br />Works outdoor storage needs. <br />Council discussion on the Valor property included topics related to: <br />Current and future Zoning and CUP issues; <br />Current and future code enforcement issues; <br />Current and future litigation and potential litigation. <br />The Council discussed the Rossow property. The City Administrator <br />noted that this property abuts the Owasso Basin and may have very poor <br />soils. Based on a previous study of Ryan Industrial Park done by the City <br />Engineer, it may not be possible to utilize geopiers for construction on the <br />Rossow property. There are also pipelines and powerlines impacting this <br />site plus its unique configuration. <br />The Council discussed the Schrier property, noting that it will be <br />challenging to screen Public Works outdoor storage on that site. It was <br />noted there would be no need to pay relocation expenses in the acquisition <br />of this property as the land is vacant. The City Administrator indicated <br />that the Public Works use would somewhat underutilize this parcel. <br />Blesener felt that this property would accommodate a higher use. <br />Blesener asked if soil borings could be done on the Rossow site. The City <br />Administrator indicated that he could ask the property owner for <br />permission to do soil borings. He also indicated that the City may have <br />some 1991 borings in the vicinity of this property. <br />The Administrator indicated that the Public Works Department's first <br />choice would be the Schrier property. However, the Valor site would <br />work. Keis asked if there were other uses that could be added to the <br />Schrier property to fully utilize the site. <br />CODE The Code Enforcement Officer (CEO) indicated that code enforcement <br />ENFORCEMENT letters have been sent to property owners in Ryan Industrial Park giving <br />them until May 2"d to get their properties into conformance with approved <br />RYAN IND. Conditional Use Permits and site plans. Site inspections will be conducted <br />PARK by the CEO and the Deputy Fire Marshal beginning May 2"d. Citations <br />may be issued immediately if violations exist. <br />WINTER Keis pointed out that the Winter property on Centerville Road is <br />PROPERTY accumulating more outdoor storage again. Council directed the CEO to do <br />a site inspection and commence enforcement action. <br />2 <br />
