MINUTES <br />CITY COUNCIL <br />APRIL 9, 2007 <br />PRECISION The City Administrator reported that there is a June 18°i court date <br />TREE scheduled for Precision Tree on citations issued for failure to comply with <br />their CUP. Staff met with the property owner on March 8`", and Mr. <br />Groholski is requesting staff seek feedback from the Council on allowing <br />additional outdoor storage to the site. Mr. Groholski is also contemplating <br />an addition to their building, which will enable more indoor storage of <br />vehicles and equipment. Mr. Groholski would also like to have a wood <br />chip pile offering free wood chips to the public. <br />The City Administrator pointed out that at the time Precision Tree's CUP <br />was approved (2001), outdoor storage was allowed up to a maximum of <br />75% of the building area. In 2005 the Code was changed decreasing the <br />amount of outdoor storage allowed in I-P to 25% of the building area. <br />Therefore, even with a building addition, no additional outdoor storage <br />would be allowed. The existing approved outdoor storage area would be <br />grandfathered in. The Adminish•ator suggested that if the Council would <br />like to allow the wood chip pile, one option would be to create a special <br />ordinance provision. <br />Blesener noted that the current approved outdoor storage is grandfathered <br />in, and his position is that the building addition would have to meet all <br />current Code requirements. <br />The City Administrator explained the history of how Precision Tree <br />located to this particular site. He also noted that Mr. Groholski owns a <br />farm in Hugo and some of his equipment is stored at that location. <br />McGraw felt that based on the history of the property, even if Precision <br />Tree were granted the additional outdoor storage, there would still be <br />problems with the property. The City Administrator indicated that the <br />only way to grant the additional outdoor storage would be through a <br />Variance. <br />Blesener noted the City's efforts to get outdoor storage under control. He <br />felt that no additional outdoor storage should be granted to Precision Tree, <br />and noted that the property is out of compliance with the Code right now. <br />The City AdminisU•ator noted that the approved outdoor storage would be <br />grandfathered in, and a building addition would help to get more <br />equipment stored inside. <br />The Council indicated that they were not opposed to considering allowing <br />a wood chip pile provided that size, height, and time of year were <br />regulated. <br />RICHARDSON The C1;O indicated that a court date of July 16, 2007 has been set for <br />PROPERTY the citations issues for the Richardson property code violations. <br />
