setback of the base zoning district from all public right -of -way and abutting <br />property lines. <br />The tower is proposed to be located 20 feet from the east property line of the subject <br />parcel. While this meets the minimum 20 foot rear yard setback imposed in the 1 -1, <br />District, a determination must be made that the "fall zone" of the tower lies within the <br />proposed tower setback area. <br />Site Access. As shown on the proposed site plan, the proposed tower is to be <br />accessed via a 20 foot wide easement from South Owasso Boulevard. Issues relating <br />to easement acceptability should be subject to comment and recommendation by the <br />City Engineer and City Attorney. <br />Equipment Building. As noted previously, a 360 square foot (12' x 30') equipment <br />building has been proposed in conjunction with the tower construction. The proposed <br />building measures approximately 11 feet in height and is to be finished in exposed <br />aggregate concrete. Both the structure height and finish material is considered <br />acceptable in the 1 -1 zoning district. <br />Signage. Considering the proposed tower height and its proximity to Interstates 694 <br />and 35E, such tower may provide an opportunity for advertising. As a condition of CUP <br />approval, no advertising messages may be affixed to the antenna structure. <br />Fencing. The tower and equipment building are to be secured via existing chain link <br />fencing. <br />According to Section 903.020.F.8. of the Ordinance, fences which are erected primarily <br />to secure a particular area have "arms" inward toward the enclosure not to exceed <br />thirty -six (36) inches in length, located a minimum of six (6) and a maximum of eight (8) <br />feet above ground level, on which arms barbed wire may be strung. <br />Outdoor Storage. It has not been indicated whether the area to be fenced is to be <br />utilized for outdoor storage. As a condition of CUP approval, outdoor storage is to be <br />prohibited, excepting materials determined by the City to be customary and incidental to <br />the antenna tower use. <br />Recommendation <br />Based on the preceding review, our office recommends approval of the requested <br />conditional use permit subject to the following conditions: <br />1. The tower and affixed antenna shall be in compliance with all City building and <br />electrical code requirements and as applicable shall require related permits. <br />The tower shall be certified by a qualified and licensed professional engineer to <br />conform to the latest structural standards and wind loading requirements of the <br />3 <br />
