MINUTES <br />PARKS & RECREATION COMMISSION <br />APRIL 3, 2014 <br />Sanders suggested that this year's Arbor Day celebration tie in a <br />recognition of the Broecher bequest. It was noted that the Arbor Day <br />celebration will be held on Friday, May 2, 2014 at 1:00 p.m. in Spooner <br />Park. <br />Fahey recommended approval of the Spooner Park projects as outlined by <br />the Parks Consultant relative to the Leah Broecher Estate donation. <br />Motion seconded by Sullivan. <br />Motion carried 6 — 0. <br />Maida suggested that the City maintain a list of potential <br />projects /improvements that people could consider in making donations <br />and that the list be put on the City's web site. The Director reported that <br />the Parks Department does have such a list and indicated that he would <br />review it to determine if it needed updating. The list could then be <br />included on the web site and published in the City's newsletter. Miller <br />suggested that the listing also include some pictures. <br />ATHLETIC The Director reported that a Committee consisting of Park Commissioners <br />FIELD Miller and Vang and City staff members Bowman, McGinnity, and <br />USAGE himself have put together a draft Athletic Field Use Guidelines for <br />GUIDELINES submission to the full Commission and City Council. The Director noted <br />that the purposes of the guidelines is to: <br />o Ensure that the citizens of Little Canada have primary use <br />of the City's athletic fields; <br />o Protect the neighboring residents from exposure to <br />excessive noise and traffic; <br />o Prevent damage to the turf and facilities due to overuse. <br />Fahey asked if this was the first time that the City established a usage <br />guideline of this nature. The Director reported that it was not, but <br />previous usage policies were out -of -date or have no record of formal <br />adoption by the Council. <br />Ileikke asked if the six tournaments noted in the guideline were per <br />organization. The Director reported that the guideline proposed a total of <br />six tournaments per year. Miller noted that the goal in setting a maximum <br />of six tournaments per year in each park was to protect the fields from <br />overuse. The Director stated that it was also to protect the surrounding <br />neighborhoods from noise and traffic. Heikke asked how many <br />tournaments are currently played in each park. The Director reported that <br />there are five or six each year in Pioneer Park and two in Spooner Park. <br />4 <br />
