MINUTES <br />CITY COUNCIL <br />APRIL 11, 2007 <br />Montour suggested that once proposed ordinance changes are developed, <br />the City have an independent consultant review and critique the changes. <br />The City Administrator repotted that the City Planner will present him <br />with an outline of the outdoor storage study parameters, and a workshop is <br />scheduled for Wednesday, April 25"' to begin the study. <br />Develop Financial Policies Guide. The City Administrator reported that <br />the Finance Director has obtained financial policies guide examples. She <br />will put together a proposal, the City Administrator will review it, and a <br />draft will then be presented to the Council for review and approval. <br />Updating of Disaster Plan, City Disaster SOP's, and a Test of the <br />Plan. The City Administrator reviewed this proposed Action Plan. Keis <br />indicated that while he has not reviewed Little Canada's disaster plan, he <br />has reviewed the County's. He also indicated that it is his understanding <br />that Falcon Heights has a very complete and extensive disaster plan, which <br />Keis' requested a copy of. <br />The City Administrator stated that he felt Little Canada has a good plan. <br />While tabletop exercises have been held in the past, one has not been <br />conducted for a while. The Administrator felt working through the Action <br />Plan for updating the Disaster Plan and conducting a tabletop exercise will <br />be beneficial for the Council and Staff. <br />Conduct RFP for Hotel/Motel. The City Administrator reviewed this <br />action plan, noting that the first step is to catalogue the potential sites and <br />prioritize them. Blesener suggested that a market research film review the <br />feasibility of the sites. <br />Allan suggested the former Capitol View site. The City Administrator <br />noted the potential interest by St. Jude as a future expansion site. He also <br />noted that purchase of the site and demolition would be very expensive. <br />Keis asked about the mobilehome property. The City Administrator <br />indicated that relocation expenses would be very high. Blesener noted that <br />there is a bill in the Legislature that would give residents of mobilehome <br />parks the first option to purchase mobilehome property. <br />The City Adminisriator noted that the City previously had Maxfield <br />Research review the Gagne property relative to the feasibility of a hotel <br />development. Maxfield did not feel it was a great site at the time. The <br />Administrator noted, however, that a 4 '/z acre site could be assembled and <br />the site has good freeway access.
