MINUTES CITY COUNCIL APRIL 23, 2014 PUD PERMIT AMENDMENT - 3213 COUNTRY DRIVE — PALLET SERVICES ON -SALE LIQUOR & ON -SALE WINE LICENSE Blesener noted that Pallet Services has requested that their application for PUD permit Amendment for property located at 3213 Country Drive be tabled until the June 25, 2014 Council meeting. The Planning Commission has tabled their review until the June 12, 2014 meeting. Blesener introduced the following resolution and moved its adoption: RESOLUTION NO. 2014 -4 -74 - TABLING CONSIDERATION OF THE APPLICATION FOR AMENDMENT TO XISTING PUD PERMIT AT 3213 COUNTRY DRIVE FOR PERMANENT OUTDOOR STORAGE OF CONSTRUCTION MATERIALS UNTIL THE JUNE 25, 2014 CITY COUNCIL MEETING AS REQUESTED BY PALLET SERVICES The foregoing resolution was duly seconded by Keis. Ayes (3). Nays (0). Resolution declared adopted. Blesener opened the Public Hearing to consider an increase in the On -Sale Liquor License fee and the On -Sale Wine License fee. The City Clerk reported that based on past practice, staff is recommending that the On -Sale Liquor License fee and the On -Sale Wine License fee be increased the same percentage as the City's Gross Levy Increase from 2013 to 2014, or 3 %, which is as follows: 2013 2014 On -Sale Liquor License $4,458 On -Sale Wine License $644 $4,592 $663 The Clerk noted that the On -Sale Sunday License fee and the Off -Sale Liquor License fee are regulated by State Statute, and the City's fees are currently at the maximum. The Clerk also noted that staff is not proposing an increase in the 2 a.m. Liquor License fee, On -Sale 3.2 Intoxicating Malt Liquor fee, and Off -Sale 3.2 Intoxicating Malt Liquor fee as these are in line with what other cities are charging. Blesener noted that the practice of tying these liquor license increases to the Gross Levy increase was put in place a number of years ago, and has resulted in modest annual increases rather than a larger increase every few years. 6
