MINUTES <br />CITY COUNCIL <br />May 14, 2014 <br />windows rusting and block decay is the lack of eaves on that building. <br />Krumm noted that the higher roof line allows for more windows on the <br />building to let in natural light. <br />Keis asked if the retaining wall cost was in the project total. Krumm <br />reported that it was. He noted that the wall proposed is a versa-lok system <br />to keep costs down. <br />Blesener stated that he would like to review the project again to try to <br />reduce costs. Montour asked what funding sources were available to <br />cover the additional cost of the project. The City Administrator indicated <br />that the General Capital Improvement Fund could be used for the <br />additional cost. He noted that if additional funds are used for the warming <br />house project, the result is less funding for other projects. <br />Montour asked if LCRA could be asked for additional participation. The <br />Parks & Rec Director noted that LCRA initially pledged $10,000 for the <br />project and then another $10,000 provided that separate men's and <br />women's bathrooms were left in the project. The Director indicated that <br />he could not speak for LCRA, but felt that the $20,000 may be the most <br />they would be prepared to participate. The Director felt the roof height <br />proposed was important to provide utility vehicle access as well as to <br />protect the building. He noted that the existing warming house has existed <br />for 33 years and has deteriorated and in need of replacement or significant <br />repairs. The Director felt the project proposed would serve the City well <br />for the next 50+ years. <br />Montour noted that the facility receives a great deal of use during the <br />winter months. The Director indicated that with the addition of the <br />bathrooms, the building would get a lot of use in other months as well <br />given the skateboard park. <br />McGraw noted that the project could not be built for less without a <br />redesign. Krumm agreed. Montour noted that participation from LCRA <br />will be lost if the building is redesigned. Keis noted that the City has been <br />facing increased costs in other projects, especially the Public Works -Parks <br />Facility. <br />The Administrator stated that in looking at the General Capital <br />Improvement Fund, there are dollars available for the additional cost <br />during 2014. The fund falls to a negative balance with the projects that <br />are programmed for the years 2015 through 2018 because we did not <br />program out LGA. He also noted that from what he is hearing, Local <br />Government Aid (LGA) will remain level or may slightly increase for at <br />least 2015. <br />10 <br />
