MINUTES <br />CITY COUNCIL <br />May 14, 2014 <br />*DESIGNATION OF ABSENTEE BALLOT BOARD FOR THE CITY <br />OF LITTLE CANADA AS RECOMMENDED BY THE CITY CLERK; <br />*RENEWAL OF LIQUOR AND TOBACCO LICENSES FOR THE <br />LICENSE PERIOD JULY I, 2014 THROUGH JUNE 30, 2015 <br />SUBJECT TO SUBMITTAL OF PROOF OF LIQUOR LIABILITY <br />INSURANCE AS WELL AS SATISFACTORY SHERIFF'S <br />DEPARTMENT BACKGROUND CHECKS; <br />*APPROVAL OF TEMPORARY LIQUOR LICENSE FOR THE <br />CANADIAN DAYS COMMITTEE AS PART OF CANADIAN DAYS <br />CELEBRATION AUGUST 1-3, 2014 SUBJECT TO SUBMISSION OF <br />SATISFACTORY LIQUOR LIABILITY INSURANCE; <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />FIRE BARNS- The City Administrator reported that Dick Krumm, RVK Architects, is <br />SKATEBOARD here this evening to present the bid results for the Fire Barns -Skateboard <br />PARK Park warming house project. He noted that there are individual bids for <br />WARMING each project component as this project will take a construction <br />HOUSE management approach. The Administrator noted that bid results total <br />PROJECT $223,668, and that there was a math error in RVK's bid summary which <br />indicated total project costs at $210,168. The City Council had authorized <br />$195,000 for this project. The Administrator reported that he had RJ <br />Marco look at the project design and bid results, and they have indicated <br />that the bids received are very competitive. The Administrator indicated <br />that it appears there are two options for consideration: authorized the <br />additional $28,668 for the project which includes $8,474 in contingencies <br />or redesign the building to lower the cost. <br />Dick Krumm appeared before the Council and noted that there are costs of <br />$45,712 included in the project that cover the sewer and water extension, <br />electrical, and retaining wall. Krumm stated that he is confident that he <br />cannot get these costs any lower. He agreed that the options were to move <br />forward with the project or to go back to the drawing board. He noted that <br />RJ Marco identified a couple of areas where costs could be decreased <br />which include lowering the roof and eliminating some glass, framing, and <br />corrugated metal. Another area was to eliminate one of the restrooms and <br />another had to do with the concrete in the front of the building. Krumm <br />indicated that the roof line was proposed as is given the need to provide <br />clearance for St. Paul Water utility vehicles to access their mains. He also <br />noted that one of the problems with the existing building that has caused <br />9 <br />
