MINUTES <br />CITY COUNCIL <br />May 14, 2014 <br />McGraw indicated that he will vote against the project as he feels that <br />there should be an effort to redesign the building to get costs down. He <br />noted that the City has redesigned and is still looking at the Public Works - <br />Parks Facility to reduce costs. McGraw felt that every project that the <br />City undertakes, including the City Center remodel, should be looked at <br />carefully to keep costs down. Blesener agreed. Keis indicated that he <br />does not disagree, but indicated that he would support moving forward <br />with this project. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014-5-82 — AWARDING THE BID PACKAGES <br />FOR THE OLD FIRE HALL -SKATEBOARD PARK WARMING <br />HOUSE PROJECT AS PRESENTED FOR A TOTAL OF $223,668 <br />WITH THE ADDITIONAL FUNDING TO COME FROM THE <br />GENERAL CAPITAL IMPROVEMENT FUND <br />The foregoing resolution as duly seconded by Boss. <br />Ayes (3) Montour, Boss, Keis. <br />Nays (2) Blesener and McGraw. Resolution declared adopted. <br />TOBACCO The City Administrator reported that based on discussion during the April <br />ORDINANCE Council meetings relative to tobacco license limits, staff has prepared a <br />Tobacco Ordinance amendment that places a limit of two for Tobacco <br />Store Licenses, but eliminates the limit on the number of General Tobacco <br />Sales & Display Licenses. The current ordinance has a limit of ten <br />Tobacco Licenses with no distinction between Tobacco Stores and <br />General Tobacco Sales & Display Licenses. The City is currently at the <br />license maximum, but anticipates an available license at the end of the <br />year. <br />The Administrator noted that the City currently has a tobacco store and a <br />hookah shop which would fall under the category of Tobacco Store <br />License, and there have been no issues with either of these businesses. He <br />indicated that the City receives inquiries about available licenses for <br />tobacco stores and hookah shops. The concern is with the potential of a <br />head shop locating in the City. The Administrator noted that if the limit of <br />two is placed on Tobacco Store Licenses, nothing would preclude the City <br />Council from reconsidering the limit if an acceptable proposal for a cigar <br />shop, as an example, came in. <br />The Administrator indicated that the City Attorney has reviewed the <br />proposed amendment and found it to be acceptable. <br />11 <br />
