MINUTES <br />CITY COUNCIL <br />May 14, 2014 <br />Blesener indicated that Little Canada is 4 1/2 square miles and has a <br />population of about 10,000 people. He felt that two tobacco stores in the <br />City were adequate. Blesener supported lifting the limit for General <br />Tobacco Sales & Display to provide for additional licenses if another <br />pharmacy located in the City, as an example. <br />Keis noted that the City does not limit gas stations or dry cleaners, for <br />example. Blesener stated that he understands the difference of opinion on <br />this issue, but felt the differences lie in what a tobacco store may sell. <br />McGraw indicated that he supported the limit on the number of tobacco <br />stores given the products that could be sold. McGraw did not feel a City <br />the size of Little Canada needed any more tobacco stores. Boss agreed. <br />The Administrator again noted the calls the City receives for these types of <br />licenses. Keis noted that the City has already addressed the issue of <br />sampling relative to tobacco stores and hookah shops in its ordinance. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014-5-83 — ADOPTING THE AMENDMENT TO <br />TOBACCO ORDINANCE AS PROPOSED BY CITY STAFF <br />LIMITING THE NUMBER OF TOBACCO STORE LICENSES TO A <br />MAXIMUM OF TWO AND ELIMINATING THE MAXIMUM <br />NUMBER OF GENERAL TOBACCO SALES & DISPLAY LICENSES <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (1) Keis. Resolution declared adopted. <br />VETERANS The City Administrator presented an updated budget estimate for the <br />MEMORIAL Veterans Memorial project which included funding scenarios. The <br />PROJECT Administrator noted that the total project estimate of approximately <br />$140,000 is higher than was initially estimated. He reported that Rocky <br />Waite, project committee chair, has been working tirelessly to find <br />alternatives to reduce costs as well as seeking cash and in-kind donations. <br />The Administrator reported that the Parks Consultant, Bill Sanders, has <br />estimated that Phase I of the Veterans Memorial is fully funded <br />($119,545). The Administrator indicated that he was not sure of this given <br />there are some pledges that are not yet documented. He indicated it could <br />be that funding exceeds the $119,545. The Administrator also reported <br />that the City Engineer has reviewed the cost estimate for the sidewalk <br />component and finds it to be reasonable.
